Description
The U.S. Army Corps of Engineers (USACE), Afghanistan Engineer District (AED) intends to issue a Request for Proposal (RFP) to award a Firm Fixed Price contract to design and construct a Commercial Customs Building. AED intends to seek a proposal for the following location: Nizhny Pyandzh, Tajikistan. The estimated value of the contract is between $1,000,000.00 and $10,000,000.00. This project consists of the design and construction of a new facility in support of the current Border Crossing Point (BCP) This facility will aid in the control and movement of personnel across the Tajikistan Afghanistan border. The project includes components of design, material selection, labor, and equipment to construct buildings, parking, utilities and other infrastructure for the new Commercial Customs building. The work within this contract shall meet and be constructed in accordance with International Building Codes (IBC), National Fire Protection Association (NFPA) 101 Life Safety Codes and security standards, and applicable local standards. Any standard that can be determined to be substantially equivalent to the standards specified in this document may be used. It is the Contractors responsibility to show the equivalency of any alternate standard and the Contracting Officer must approve the alternate standards. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 236220. The magnitude of this requirement is between $1,000,000.00 and $10,000,000.00. The proposed contract will be awarded using best value evaluation method. Solicitation Number W917PM-08-R-0090 and will be available on or about 30 July 2008. The period of performance for this contract will be 260 days from the Notice to Proceed (NTP). If the contractor exceeds the period of performance, they risk incurring liquidated damages of $1,420.00 USD for each day the period of performance is exceeded.
