Description
The intent of this sources sought notice is to identify potential sources who would be able to provide shore power support to the USS Mt Whitney LCC-20. Market Research is being conducted in accordance with Federal Acquisition Regulation (FAR) Part 14 and 15 to determine if a sufficient number of capable firms are available to provide all labor, management, supervision, qualified personnel, tools, test equipment, materials, training and supplies required to maintain and operate contractor furnished equipment capable of providing portable steam 6000 lbs/hr at 150 psi 350-450 deg F and portable electrical generation equipment of at least 3000 KW 440VAC 60 Hz 3 phase continuous rating to USS Mt Whitney while moored at NATO POL Pier in Gaeta, and capable of being mobilized on 4 weeks notice to supply the above designated support functions at other ports in the Mediterranean. The services would be required on a 24 hrs/day basis, seven days a week, for between 200 and 300 days per year. Government will supply all required fuel oil meeting NATO Symbol F-76 specifications, all lubrication requirements of the contractor's equipment, as well as the shore power cables, fuel, steam and condensate hoses for connection to USS Mt Whitney. Contractor must be able to receive condensate drain returns from the USS Mt Whitney for re-utilization in the Portable Steam Plant. The Government will supply make up feed water containing less than 2 ppm chlorides. Contractor is responsible for all predictive, corrective and preventive maintenance as well as safe operation of the portable steam plant, portable electrical plant, and any support systems and equipment required. Contractor's proposed equipment and method of operation must meet EM 385-1-1 Corps of Engineers, Safety and Health Requirements, 29 CFR 1910 and 29 CFR 1926, as well as all applicable International and European rules and regulations regarding both safety and prevention of environmental pollution. Contractor must provide Operations/Maintenance Superintendant for the overall maintenance and operation of the contractor's equipment. This person must be fluent in English and the local country's language, both orally and writing, and when called, must be on-site within 3 hours from notification. Please note that this IS NOT a request for proposal. Interested and capable firms shall reply by noting their ability to provide the aforementioned services.
