Description
NASA/ARC has a requirement for thermal, mechanical and physical testing of aNASA-provided, porous, low density thermal protection material which includes an emphasison non-destructive evaluation of the material before testing. The material to be testedis Avcoat, produced by Textron Defense Sytems of Wilmington, MA. The required workincludes computed tomography (CT) scans of a large plate of material that is to bemachined into various specimens by the contractor for further testing. Each machined testspecimen is to be analyzed by x-ray for density gradients or flaws. The mechanicaltesting is to include tensile tests over a range of -150 to 600F, compression testing andshear testing. Thermal tests are to include thermal expansion, specific heat by dropcalorimeter, thermal conductivity testing by comparative rod at 760, 76 and 0.001 torr.Physical tests include permeability and porosity, density variation by CT scan, andthermal gravimetric analysis. The contractor is required to have the facilities, staff and technical expertise toperform all of the above listed work at the required level of quality assurance within asix month time period in order to meet critical program milestones.ARC intends to purchase the services from Southern Research Institute (SoRI) ofBirmingham, AL, in accordance with 10 USC 2304(c)(1), the only known responsible sourcefor these items, and no other supplies or services will satisfy agency requirements. SoRI is the only source identified that meets all of NASAs requirements.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 12:30 p.m. local timeon July 31, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
