Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Fisheries on a sole source basis with Rene' Swift. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for acoustician services in charge of vaquita acoustic detections aboard 24' Corsair sailing vessel. The acoustician must be skilled at using IFAW "Rainbow Click" software to record vaquita and be able to use other acoustic equipment including A-tag. The contractor will be expected to record vaquita at-sea as well as analyze recording when not sailing. Acoustic operations aboard the sailing vessel are expected to last up to eight (8) hours. Scientific operations are expected to take place seven days a week, including holidays. Rene' Swift is an expert acoustician who has recorded porpoise sounds using IFAW Rainbow Click software. He has been working with other collaborators for more than 10 years refining the IFAW Rainbow Click Program to detect vaquita, the world's most endangered cetacean. The government intends to negotiate a firm fixed price contract with a period of performance that will start Aug 15 through Dec 15, 2008. All interested concerns must submit documentation demonstrating qualifications to provide services as described above within 15 days of the publication date of this notice. This notice of intent is not a request for competitive proposals. This notice may represent the only official notice. This is a simplified acquisition with an estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
