- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is W81UBH-8169-M001 and is issued as a Request for Quote (RFQ). Request for Quotes are due by 30 Jul 08, 1:00 p.m. Oregon Local Time. The RFQ will result in a firm fixed price contract. This solicitation is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) code for this acquisition is 332322. The United States Property and Fiscal Office of the Oregon Army National Guard is soliciting quotes to procure the following supply or services: SUBSTITUTIONS NOT ALLOWED STATEMENT OF WORK 1.0 Scope of Work 1.1 Provide thirty (30) CAT 3306 Engine Crates for the Oregon Army National Guard. 1.2 Provide delivery of at least partial order within 30 days of signed order. 2.0Materials and Requirements 2.1 CAT 3306 Engine Shipping Container Specifications "Base section must have fork channels for use with 6000lb forklift. "Must be suspended from ground by use of mounted 4X4 wood blocks. "Top lid rim must mate with base section allowing bolt connection. "Engine mounting frame that is welded to base must support dry weight of engine, which is 2320lbs and be suspended to prevent damage. "Frame must accept flywheel, and front trunion bracket what will slip over guide pins easily. "Container Lit shall mate and bolt to base pan while allowing sufficient clearance of engine components. "The lid shall incorporate lifting brackets place in the four corners, sufficient enough to lift the entire container with engine with a safety factor of 2X. "It shall have a screened vent to allow condensation to escape. "The main enclosure body shall be manufactured from 11-gauge steel with formed edges for rigidity stitch welds as required for structural integrity. "Fork channels shall be fabricated from a minimum of 3/16 inches steel. "Support channels for the wood shall be a minimum of 3/16 inches steel "The base pan mounting rim will be fabricated from a minimum of a 3 inches channel. "The engine support frame will be constructed of a minimum of 6 inches beam or channel. "The mounting brackets will be fabricated from a minimum or 3/8 inches steel plate. "The lid with rim will be fabricated from 3 inches X 3 inches X 3/8 inches steel angle. "The lid body will be braced with a minimum of (3) 2 inches X 1 inches channel frames. "The lifting brackets will be fabricated from a minimum of 3/16 inches steel and a inches diameter bar stock. "All fasteners must be provided, zinc plated and a minimum of grade 5. "All bare steel must be sand blasted and Carc painted per manufacturers instructions. "Drawings must be submitted for approval prior to fabrication. Dimensions "Lid dimensions L 64 inches X W 48 inches X H 36 inches "Base dimensions L 64 inches X W 48 X H 12 inches minus fork channels. "Total weight will be 1675 pounds. 3.0Place of Delivery CECOM Facility at Camp Withycombe. The Offerors must be registered on the Central Contractors Registration database (CCR). Information concerning CCR requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Centers at 1-888-227-2423. Only contractors who are registered in the Central Contractor Registration (CCR) can be awarded a contract. Offerors must have electronic funds transfer (EFT) capability. Offerors proposals shall be valid for a minimum of 30 days to be acknowledged in the offerors proposal. 52.212-2 Evaluation of Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the lowest priced offer which is both technically acceptable and shows satisfactory past performance.
