Description
This is a combined synopsis/solicitation for brand name Golden Software suite in accordance with FAR Subpart 12.6, as supplemented, using FAR Part 13 Simplified Acquisition Procedures, and the instructions and requirements specified in this notice. The National Geospatial-Intelligence is soliciting formal quotations and intends to award a firm-fixed price purchase order pursuant to Federal Acquisition Regulation (FAR) Part 12 and 13 for brand name Golden software, with line items as follows: Item 0001 Golden Software Surfer software version 8.0, quantity: 10 EA; Item 0002 Golden Software Didger software version 4.0; quantity: 2 EA; Item 0003 Golden Software Voxler software version 1.0, quantity: 2 EA; Item 0004 Golden Software Mapviewer software version 7.0, quantity: 2 EA; and Item 0005 Golden Software Grapher Software Version 7.0, quantity: 2 EA. This notice serves as the combined synopsis and solicitation. No additional solicitations will be issued to request quotations in fulfillment of the line items described herein. Quotations are requested as a result of this notice by email to Susan.G.Legatowicz@nga.mil prior to the closing date and time indicated in this notice. In order to be considered for award, prospective offerors must quote prices for all line items listed above. Multiple awards and / or partial awards will not be made as a result of this notice. Offerors’ quotes must specify prices at unit, extended line item, and for the total of the line items quoted. In order to be considered for award, contractors must be authorized and licensed by the manufacturer to sell or resell the software listed in this notice. Contractors that are not licensed and authorized by the manufacturer to sell the items listed herein will not be considered for award. Pursuant to FAR 13.106, basis of award will be comparative analysis and evaluation of contractors’ price quotations. This combined synopsis / solicitation is issued on a limited sources basis due to the agency’s ongoing need to acquire brand name Golden software suite. Brand name: Golden Software suite currently resides and has been fully integrated into the Geotechnical Program on the Geodesy and Geophysics Enhanced Production System. This suite is unique in its capability to permit user-designed functionality to spatial processing, with capabilities for sub-surface analysis. This suite is unique in its capabilities to process multi-dimensional multi-surface data. The solicitation pertaining to this requirement is HM157508T0012. The requisition is NSN8G28163AS02. In communications with the point of contact, please reference the solicitation and requisition numbers for the requirement: Golden Software, line items listed above, delivery 15 days after receipt of order. The Government reserves the right to cancel this solicitation with no obligation incurred by the government. The solicitation, provisions, and clauses are those in effect through Federal Acquisition Circular 2005-26. The provision at FAR 52-212-1, Instructions to Offerors-Commercial Items applies to this acquisition. Offerors are required to submit a completed copy of FAR 52.212-3, Offeror Representations and Certification—Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items, applies to this acquisition and invokes clauses required by statute applicable to Defense acquisitions of commercial items, such as 52.222-19, Child Labor—Cooperation with Authorities and Remedies; 52.222-21 Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans; 52.222-39, Notification of Employee Rights Concerning Payment of Union Dues or Fees; 52.225-13, Restrictions on Certain Foreign Purchases; 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration. The clauses at DFARS 252.204-700,0 Disclosure of Information, and 252.204-7006, Billing Instructions, will be incorporated into the resultant purchase order. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition with the following clauses: FAR 52.203-3, Gratuities; DFARS 252.247-7023, Transportation of Supplies by Sea. The above described contract terms and conditions are required to implement statutes or Executive Orders applicable to Defense acquisitions of commercial Items. The followijng NGA clauses will be incorporated by full text into the resultant purchase order: NGA: Submission of Invoices; NGA: 5X52.227-7000 Unauthorized Use of NGA Name, Seal, and Initials; and NGA: 5X52.227-9001 Activities that Affect US Persons. Vendors must be approved and registered in Central Contractor Registration (www.ccr.gov) before award can be made. Contract award to the successful offeror will be made via Purchase Order. In order to be considered for award, offeror quotations must be received electronically by the Contract Specialist by the closing date and time specified in this notice.
