- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. MTARNG anticipates award to one small business, subject to availability of funds. The NAICS Code is 541930 and the size standard is $6.0 million. STATEMENT OF WORK 1.The Montana Army National Guard (MTARNG) State Partnership Program (SPP)is conducting Military Combat Lifesaver training with members of the Kyrgyzstan Army as part of an ongoing State Partnership Mission. 2.The MTARNG SPP needs all course materials, currently in English, translated into Russian Language. a.The course material consists of a manual of approximately 68,000 words of text in both Microsoft word and Adobe.pdf files, and an additional 360 PowerPoint slides contained in approximately 10 PowerPoint Presentations. The material is for a program which teaches advanced medical techniques to non-medical personnel. The translation will need to maintain the format (including illustrations) of the original. b.The translator(s) must ensure consistent translation of terms which have multiple possibilities for translation - or in other words, the document must be a coherent whole in which technical terms remain consistent throughout. c.The materials to be translated are property of the US Government and the translated copies will remain the property of the US Government. d.Translation is to be completed and delivered in electronic form NLT 06 September 2008. e.In order to aid evaluation of bids submitted, contractors will also be required to translate page 4-6 (see below) of the text in order to evaluate translation ability. 3.Contractor will be supplied electronic copies of material to be translated upon contract award. Page 4-6, text: (b) Wrap the other tail around the casualty in the opposite direction and bring it back over the dressing. (c) Tighten the tails and tie them with a nonslip knot over the center of the dressing. The knot will provide additional pressure over the wound and will help to keep the seal airtight. The bandages should not be tight enough to interfere with breathing. CAUTION: If an object is protruding from the wound, tie the knot beside the object, not on it. 4-6. POSITIONING A CASUALTY WITH A DRESSED OPEN CHEST WOUND Position the casualty on his side (recovery position) with his injured side next to the ground (figure 4-4). Pressure from contact with the ground acts like a splint to the injured side and helps to reduce the pain. (Positioning the casualty on his uninjured side might cause difficulty in breathing.) Figure 4-4. Casualty with a dressed open chest wound. NOTE: The casualty may wish to sit up. If he can breathe easier when sitting up than lying on his side, allow him to sit up with his back leaning against a tree, wall, or other support. If he becomes tired, have him lie on his injured side again. Section II. TREATING TENSION PNEUMOTHORAX 4-7. TENSION PNEUMOTHORAX Tension pneumothorax occurs when there is a buildup of air in the plural space and the air cannot escape. As the air outside the lung continues to increase, the affected lung continues to collapse. In addition to causing further collapse of affected lung, the increasing pressure of the trapped air pushes on the mediastinum (the mass of material separating the two plural sacs). This movement of the mediastinum may compress the uninjured lung, major blood vessels, and the heart. You will need to perform a needle chest decompression to relieve the pressure of the tension pneumothorax. IS0871 4-6 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Other factors considered will be the vendors submitted translation of page 4-6. Offerors shall ensure that the above factors are listed in their proposals. If translation from Offerors meets our requirements set for in the statement of work, price will be the determining factor.
