Description
This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Pacific Marine environmental Laboratory located in Seattle, WA, on a sole source basis with The Eppley Laboratory, Inc. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide quantity of 5 each Precision Infrared Radiometer, Model PIR, Long Wave Solar Radiation and quantity of 10 each Precision Spectral Pyranometer, Model PSP, Short Wave Solar Radiation made with ATLAS/ARM Plastic PBT Case and used on remotely moored ATLAS buoys. These buoys are part of a large international effort to monitor ocean and atmospheric conditions in the equatorial regions of the Atlantic, Pacific and Indian Oceans. The ATLAS/ARM plastic PBT (Polybutylene Terephtalate) case or sensor body is proprietary to Eppley design, and can only be used with the Eppley sensor elements. Pacific Marine Environmental Laboratory's TAO project has an inventory of over 150 of these solar radiation sensors and these instruments are needed to meet project requirements due to losses at sea. The government intends to negotiate a firm-fixed price contract with delivery date of no later than Nov 10, 2008. See Numbered Note 1, 100% small business set-aside. This notice of intent is not a request for competitive proposals. However, all interested concerns may submit a bid within 15 days of the publication date of this notice. This notice may represent the only official notice. This is a simplified acquisition with an estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
