- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Ted Stevens Marine Research Institute (TSMRI), located in Juneau, AK, on a sole source basis with Dan Folley owner and operator of ORV STELLER. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The Auke Bay Laboratories (ABL) of the Alaska Fisheries Science Center (AFSC), National Marine Fisheries Service (NMFS will use chartered vessel STELLER to continue annual monitoring of oceanographic conditions and abundance of juvenile salmon and ecologically-related species in strait and inshore habitats of southeastern Alaska from 25 July to 01 August, 2008. This is the twelve year of sampling conducted by the Southeast Coastal Monitoring (SECM) project in the region. Operations will involve sampling 9 of the historical SECM core stations in the northern region. This is seven and a half day cruise that will originate and terminate at the NMFS Subport in Juneau. The principal scientific objectives are to collect biological and oceanographic samples with a CTD profiler, plankton nets, and a Nordic surface rope trawl in the marine waters of the northern region of southeastern Alaska. Collect oceanographic data at 9 stations associated with seasonal trawling: 1) CTD cast; 2) Standard plankton hauls [NORPAC 20-m vertical, deep double oblique bongo, and deep WP-2 (only at ABM)], to be preserved; 3) Surface water samples (nutrients and chlorophyll), to be frozen; and 4) Conduct comparative trawling (up to 28 hauls) with Medeia in northern region. Due to the importance on maintaining the continuity of an existing 11 year oceanographic and biological time series, an immediate vessel capable of executing this research is needed. The vessel needs to be equipped for surface trawling for juvenile salmon with a NORDIC 264 rope trawl (20 X 24 m opening) and to conduct oceanographic research with various plankton nets and temperature/salinity profilers. The STELLER, operated by Mr. Dan Foley, has previously been chartered by the Auke Bay Laboratories in April and June of this year. The vessel platform has previously proven its capabilities to use the required trawl and oceanographic sampling gear. The government intends to negotiate a firm fixed price contract with a period of performance that will commence from date of award and will end Sept 30, 2008. All interested concerns must submit documentation demonstrating qualifications to provide services as described above within 15 days of the publication date of this notice. This notice of intent is not a request for competitive proposals. This notice may represent the only official notice. This is a simplified acquisition with an estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
