Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) is soliciting proposals for a contract to develop a practical and easy to use toolkit on a workflow analysis and redesign that can be used by both small and large practices as well as other ambulatory settings in the selection and implementation of health IT to support practice redesign. The offeror will support the Agency’s goal to 'enable successful adoption of clinical health information technology to bring evidence-based decision support to the point of care.' The offeror must be able to conduct a literature review and environmental scan, synthesize results from a request for information, develop a toolkit based on findings and user tested, and write reports, while engaging relevant experts and reviewers on an ongoing basis. The offeror will produce products (e.g., final report and toolkit) that will facilitate decisions on when to implement health IT as part of a larger practice redesign effort. The offeror must have an understanding of, and experience in research in process improvement and redesign, workflow analysis and redesign, ambulatory clinical workflow, and health information technology and health information exchange. In addition, the offeror must have experience in conducting literature reviews, environmental scans and synthesizing findings; engaging experts and reviewers; development and testing of toolkits; large-scale dissemination efforts; and electronic communication including website development, implementation and maintenance. Staff must include a Project Director who shall have, at a minimum, no less than ten (10) years total work experience which includes 1) at least eight (8) years in the specialty services field (e.g. workflow analysis and redesign, health information technology, ambulatory clinical workflow, literature review, analysis and synthesis methods, engaging experts, reviewers and practitioners) in progressively responsible positions; and 2) demonstrated skills in organizing and monitoring challenging and complex projects conducted by groups of diverse research professionals. The Government Estimate for this proposed acquisition is $500,000. The period of performance will be for two (2) years from date of award. This requirement is advertised on a full and open competition basis. The North American Industry Classification System (NAICS) Code is 541611 and the Small Business Size Stardard is $6.5 Million. THIS INFORMAITON IS PROVIDED FOR INFORMATION ONLY. Award is anticipated this fiscal year. Once in AHRQ’s homepage go to “Funding Opportunities”, then to “Contracts”, and then to “Request for Proposal (RFP)”. It is the offerors responsibility to monitor this site for release of the solicitation, download their own copy of the solicitation, and to monitor this site for any subsequent amendments. It is estimated that the solicitation will be issued on/about July 30, 2008 with proposals due August 30, 2008.
