Description
This is a request for information (RFI) for the Defense Information Systems Agency (DISA). DISA is seeking information from industry on companies capable of providing a broad spectrum of strategic IT support, including: IT research, IT planning, IT management support, IT benchmarking and measurement, assisting with the development of Metrics, cost modeling support, and IT advisory services. DISA is considering setting this opportunity aside for small business. Small businesses, specifically Women-Owned, HUBZONE, and Service-Disabled Veteran Own, are strongly encouraged to provide responses to this RFI, in order to assist DISA in determining the potential levels of interest, competition, and technical capabilities within the small business community to provide the required services. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR INFORMATION RECEIVED IN RESPONSE TO THIS RFI. This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked proprietary will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned. Information provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for these services. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. 1.0 Introduction We at Defense Information Systems Agency (DISA) imagine and envision a world in which information is virtual and on demand with global reach. Information is protected by identity based capabilities that allow users to connect, be identified, and access needed information in a trusted manner. It is a world in which United States military forces can deploy and connect no matter where they are located, pull information needed for their missions, and be given timely, accurate information on any threats they may face. It is a world with no seams between the sustaining base and the tactical edge so that operational agility is enabled. It is a world in which the United States military can freely exchange information routinely with coalition partners and others responsible for the security and defense of the United States. The technology employed is agile, adaptive, and capabilities-based. And, we imagine and envision a world in which our soldiers, sailors, airmen, and marines are equipped with capabilities and services that are state-of-the-art. As such, DISA has a requirement to obtain independent, third party consultative and advisory services without institutional biases, downstream business or political interests, or pre-existing organizational alignment. DISA requires objective, recognized thought leadership in a broad spectrum IT management and technology disciplines, and intimate knowledge of DISA's strategic goals and objectives being helpful. In this regard, DISA seeks to obtain a flexible and adaptive industry partner to assist with IT strategy, planning, evaluation, and oversight in a myriad of IT management and technology initiatives. DISA recognizes that many organizational components and personnel have traditionally implemented a decentralized acquisition approach to IT Consulting services at various organizational levels. This requirement intends to improve the maximum value to DISA through competitive pricing and better IT Consulting services targeted to specific strategic imperatives. Any resulting solicitation for this effort will have strong organizational conflict of interest provisions that will prevent certain business relationships and participation on implementation oriented or operational support oriented delivery orders within DISA In order to provide an independent and objective perspectives to DISA. 2.0 DISA's IT Management and Technology Priorities The Defense Department's Global Information Grid (GIG) will be a web like enterprise in which people can discover information, orchestrate their own operational picture based on the situation at hand, have shared situational awareness, and operate securely. DISA will provide Information technology at speeds necessary to bring people together efficiently, help them do their jobs in ways never anticipated, and enable them to do things never envisioned. DISA must aggressively lead in five areas: • Speed - deliver IT capabilities and services faster • Power to edge - extend enterprise services to the edge • Operational excellence - accelerate operational effectiveness and efficiency • Sharing and defending information - enables sharing of information while staunchly protecting it • Best value - customers know and understand the value of DISA capabilities and services 3.0 Scope The contractor shall provide a broad spectrum of strategic IT support including: IT research, IT planning, IT management support, IT benchmarking and measurement, assisting with the development of Metrics, cost modeling support, and IT advisory services. This requirement will support all DISA organizational components and personnel. During the life of this requirement, support services may be provided on an as-required or delivery order basis. Requirements will be executed through individual delivery orders based on valid requirements, and available funding. Delivery orders shall be issued to activate one or more task areas below and will provide the specific details of the requirements, any applicable GFE/GFI and deliverable schedules. Delivery orders may relate to a single task area or to multiple functional task areas. The Contractor shall furnish the necessary personnel, materials, facilities, travel and other services required to support DISA. At all times, the Contractor shall consider existing and draft legislation, existing and draft federal standards, existing and draft DISA policies and standards, commercial best practices, and industry or recognized association standards. Specifically, the Contractor shall provide services for the following task areas: Task 1: Baseline and Benchmark Support Scope: The contractor shall provide baseline and benchmark support to DISA organizational components. This support must be objective, based on best practices and delivered through a proven and standard methodology with a repository database of models and metrics that will allow for peer comparisons against other commercial and government organizations. The data used by the contractor for peer comparison must be continually refreshed to ensure comparisons are made against relevant and timely metrics. The results from this support will enable DISA to understand the current state and make smart, fact-based decisions to optimize performance of IT functions.  Program baseline and benchmarking diagnostics:  Contact Center  Help Desk  IT Healthcheck  Enterprise Storage Management  Modeling Tools Overview  Data Network  Distributed Computing  Enterprise Operations Center  Voice Telecom  IT Customer Satisfaction Surveys  IT Business Effectiveness Surveys  Green IT Assessment  Process Maturity Assessments - ITIL, CoBIT, CMMI Deliverables:  Technical Report: As dictated in individual call orders which will include baseline assessment, extensive peer comparison, trend analysis and strategies for improved performance.  Technical Briefing: As dictated in individual task orders which will summarize Technical Report deliverables. Task 2: Program and Acquisition Support Scope: The contractor shall provide program and acquisition support to various DISA organizational components. This support will be objective, based on best business practices and supported through industry research and experts.  Acquisition strategy, planning, and oversight  Business case analysis/Analysis of alternatives (re.OMB Circular 300B)  Business process reengineering relating to systems development and modernization  Capital planning, budget and POM analysis, development, and positioning  Concept definition  Concept of operations (CONOPS) and IT process development  Enterprise architecture (operational, systems, technical)  Feasibility and/or market analysis  Human capital planning and management (organization and staffing planning and assessment)  Independent verification and validation  Organizational change management  Performance management  Program office development and assessment  Program planning and management  Requirements engineering and development  Risk management and mitigation  Source selection analysis  Strategic mission/business planning  Systems engineering and top-level design Deliverables:  Technical Report: As dictated in individual delivery orders which may include concept papers, requirements documents, design documents, business case analyses, program plans, diagnostic and benchmarking analyses, etc.  Technical Briefing: As dictated in individual task orders which may summarize Technical Report deliverables. Task 3: Special Studies and Analyses Scope: The contractor shall provide special studies in the following areas: These activities will be based on objective analysis, market studies and best business practices and supported through industry research and experts.  Application development, integration, and middleware  Asset management  Business intelligence and data warehousing  Client platforms  Collaboration services  Communications and organizational change management services  Contingency planning (e.g. COOP) and Disaster Recovery  Continuity of operations planning and implementation  Cost recovery and modeling  Customer relationship management (CRM)  Data and voice network technologies (e.g. LAN, CAN, MAN, WAN, Voice, etc.)  Decision support systems  Digital documents and imaging  Directory services  E-Mail/messaging services  Emerging technologies  Enterprise Architecture  Enterprise call center  Enterprise networking equipment  Enterprise resource planning (ERP)  Enterprise system management (ESM)  Enterprise systems management  ERP and supply chain management  Feasibility and/or market analysis  Human capital management  IT provider and product capabilities  Knowledge management  Service Oriented Architecture (SOA)  Security and/or information assurance (IA)  Server consolidation  Service desk  Storage services  Strategic sourcing (e.g. A-76 and MEO)  Supply chain management  Web and application hosting services Deliverables:  Technical Report: May include strategic plans and roadmaps, concept papers, requirements documents, design documents, business case analyses, program plans, diagnostic and benchmarking analyses, etc.  Technical Briefing: As dictated in individual task orders which may summarize Technical Report deliverables which can be presented and defended at the SES and Flag level. 4.0 Instructions for Responses In response to this RFI, interested vendors are requested to provide answers to the following questions in relation to the scope of work described above. The answers should be brief and to the point, not exceeding 5 pages total. Companies submitting more than 5 pages will not be evaluated. 1. Provide the following information about your company: name, business address, web address, cage code, etc. 2. Please provide a capability statement as it relates to the RFI. Do not provide marketing materials. Companies providing marketing materials will not be evaluated. 2. From a large Global Enterprise Systems Engineering perspective, what kind of experience does your company possess? 3. Any subsequent solicitation for this effort will have a strong Organizational Conflict of Interest (OCI) provision that will prevent certain business relationships and participation on implementation oriented or operation support oriented delivery orders within DISA in order to provide independent and objective perspectives to DISA. Is your organization willing to agree with this OCI provision? 4. Does your company have experienced technical staff and possess global strategies based on findings and impacts related to the subject of this RFI? Please provide some examples and elaboration. 5. What experience does your company have relating to Program and Acquisition Support, i.e. Acquisition Strategy and Business Case Analysis? 6. Please provide a brief description of how you as prime vendor would augment your company's skills and capabilities to provide the services in the task areas mentioned, including any partnering efforts you've used to address past similar large scale procurements. Please submit consolidated responses via E-MAIL in MS Word format, to shaun.marnien@disa.mil. Do not send hard copy. Include your company's website address (URL) if available. In order to be evaluated and considered in time to influence a potential near-term acquisition effort, submission should occur by August 1, 2008 at 12:00 PM (EST). The Government may request additional information or discuss information received in responses to this RFI with individual responders. * Please Note: DISA NCR will be moving to Fort Meade, MD between 2010-2011.
