- Notice of intent to award a sole source procurement for removal and modification of Antenna 12 located at Plant 42 in Palmdale, CA. The Intent of Award will be Telemetry & Communications Systems, Inc., 10020 Remmet Avenue, Chatsworth, CA 91311. STATEMENT OF WORK REMOVAL AND MODIFICATION OF PLANT 42 TELEMETRY ANTENNA SYSTEM 1.0 Scope This Statement of Work (SOW) addresses the removal and modification of Antenna 12 located at Plant 42 in Palmdale, CA. Antenna 12 is an EMP Model 100-8 and is installed on a 30' tower. This Antenna System was recently refurbished by TCS Inc and installed at Plant 42. 2.0 Requirements The following work is required under this SOW: 2.1 The Contractor shall remove the Antenna System and associated ACU, PIU and interface cabling from their locations at Plant 42. The Government will assist with access to the site for Contractor personnel and equipment. The Contractor is responsible for all aspects of the removal to include personnel, crane, tools and shipping the Antenna System back to their facility for modification. 2.2 The Contractor shall reinstall the Antenna System on a new Contractor furnished 16' two axle trailer. The trailer shall be compatible with existing Range TM Antenna Trailers. 2.3 The Contractor shall convert the PIU and ACU from a Single Mode fiber interface to Multi Mode fiber interface. 2.4 The Contractor shall provide Antenna System documentation updates and perform a Factory ATP of the modified Antenna System. 3.0 Delivery The Government shall witness the ATP and will transport the modified Antenna System back to Edwards AFB. TELEMETRY & COMMUNICATIONS SYSTEMS, INC., 10020 REMMET AVENUE, CHATSWORTH, CA 91311 is the only known source that can satisfy the requirements of the Government at this time. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the items listed above. Responses may be sent via e-mail to Aimee.Buckless@edwards.af.mil or mailed to AFFTC/PKEE, 5 South Wolfe Ave, Edwards AFB, CA 93524-1185, Attention: Aimee Buckless. Telephone inquires will not be accepted. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by 4:00 P.M. PST, 23 July 08, a Sole Source purchase order will be pursued with Telemetry & Communications Systems, Inc., 10020 Remmet Avenue, Chatsworth, CA 91311.
