This test unit is required to replace the ARESsystem currently used to validate Non-Oxide Adhesive eXperimental - Revision D (NOAX-D)for Shuttle Flights. Competition is impracticalfor the following reasons:1.The development of an on-orbit repair material for the Space Shuttles wingleading edge (WLE) represents the culmination of years worth of evaluation and testingon an Advanced Rheometeric Expansion System (ARES) Test Instrument from TA Instruments. 2.JSC currently has an ARES Test Instrument which serves as the back-up test unitto the MSFC ARES Test Instrument. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Mary.M.Brinkley@nasa.gov or fax to 256 544-4401 no later than 4:30p.m. local time on July 22, 2008. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
