FDA1046228 STATEMENT OF WORK The Food and Drug Administration (FDA) is seeking small business concerns for vendors to provide technical assistance in extracting information about FDA’s field inspection and feed sampling activities and summarizing data on the occurrence of microbial, mycotoxin, and pesticide contaminants in animal feeds. I. Introduction and Background The Food and Drug Administration’s Center for Veterinary Medicine's (CVM) Division of Animal Feeds is responsible for planning and coordinating field inspection and feed sampling activities under the Feed Contaminants Compliance Program (FCCP). This involves summarizing the results of FCCP feed samples collected and analyzed for the presence of such contaminants as pesticides, dioxins, mycotoxins. E. coli 0157.H7, Salmonella, heavy metals and other toxic elements, which are recorded in the FDA's Field Accomplishment and Compliance Tracking Systems (FACTS) database. II. Description of Work The contractor shall provide technical assistance in extracting information about FDA's field inspection and feed sampling activities and summarizing data on the occurrence of microbial, mycotoxin, and pesticide contaminants in animal feeds. These data are obtained from FACTS database as part of the Feed Contaminants Compliance Program. Specifically, the contractor shall extract the results of microbiological analyses of animal feed samples during 2008 and the first 6 months of 2009 from FACTS and summarize the information on excel spreadsheets. The contractor shall also extract results of mycotoxin analyses of feed samples during 2008 and the first 6 months of 2009, and prepare special assignment reports towards the end of 2008. The contractor shall also analyze and prepare reports of feed samples collected under three special assignments in the Feed Contaminants Compliance Program. The contractor shall conduct quality assurance reviews of all final reports. The contractor shall work at his/her office and at CVM (7519 Standish Place, Rockville, MD 20885), as appropriate. No equipment will be provided for the contractor at his/her office. When the contractor works at CVM, he/she will have access to a computer and printer owned by the Division of Animal Feeds; there is no cost to the agency associated with providing the contractor access to this computer because it is also used by other employees in the Division of Animal Feeds. There are no specific hours during which the contractor needs to work; instead, work hours depend on the availability of information in the FACTS database and specific requests made to the contractor by the Project Manager. III. Deliverables 1. Six month summaries of microbe analyses during 2008 shall be ready by February 1, 2009 and during the first 6 months of 2009 shall be ready by June 30, 2009; 2. Six month reports of mycotoxin analyses during 2008 shall be ready by February 1, 2009 and during the first 6 months of 2009 shall be ready by June 30, 2009; 3. An Annual report based upon the microbe and mycotoxin analyses shall be due by July 30, 2009. 4. Other reports, as requested by the Project Manager. IV. Period of Performance From September 1, 2008 through August 31, 2009 V. FDA Project Officer(s) Michael H. Henry, Ph.D., HFV-222 EVALUATION FACTORS Project: Summarizing Data on Microbes and Mycotoxins in Animal Feeds. The major evaluation factors for this solicitation include technical approach, understanding the scope of work, personnel, past performance factors, management plan and cost/price factors. Although technical factors are of paramount consideration in the award of the contract, cost/price is also important to the overall decision. All evaluation factors, other than cost/price, when combined, are significantly more important than cost or price. Offerors are advised that award will be made to that offeror whose proposal provides the combination of features that offers the best or greatest overall value to the Government. The Government will not make an award at a significantly higher overall cost to the Government to achieve only slightly superior performance. Overall cost to the Government may become the ultimate determining factor for award of a contract as proposals become more equal based on the other factors. The evaluation will be based on the demonstrated capabilities of the prospective Contractors in relation to the needs of the project as set forth in the RFQ. The merits of each proposal will be evaluated carefully. Each proposal must document the feasibility of successful implementation of the requirements of the RFQ. Offeror must submit information sufficient to evaluate their proposals based on the detailed criteria listed below. POTENTIAL AWARD WITHOUT DISCUSSIONS The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. TECHNICAL EVALUATION CRITERIA The evaluation criteria are used by the technical evaluation committee when reviewing the technical proposals. The criteria below are listed in the order of relative importance with weights assigned for evaluation purposes. A. Technical Approach 40 Points Project Objective: To extract and summarize results of mycotoxin and microbe analyses of feed samples collected under the Feed Contaminants Compliance Program and reported in the FACTS from October 1, 2007 through the June 30, 2009, and prepare semiannual and annual reports. 1. Demonstrate the technical approach to be used for extracting the data from the FDA FACTS database and verifying that the data extracted are correct by describing essential steps to be taken, key elements to be considered and related level of experience: a. Processes for obtaining data on the feeds samples analyzed for mycotoxins and microbes for the FDA FACTS database. b. Identification of animal feeds and feed ingredients c. Mycotoxins and FDA regulatory levels for mycotoxins in animal feeds d. Microbes and FDA sampling for microbes e. The Regional Organization FDA ORA and Laboratories 2. Describe the technical approach to be used to be used in summarizing the extracted mycotoxin and microbial data in a format that can be easily verified by FDA personnel. 3. Describe the technical approach to be used in organizing the 6-month reports for mycotoxins and microbes in feed samples. 4. Describe onsite staff scheduling approach to obtain data from the FACTS database to be performed during the business hours. B. Understanding the Scope of Work 20 Points Provide a comprehensive statement of the scope and purpose of the project to demonstrate complete understanding of the intent and requirements. State the overall objectives and the specific accomplishments you hope to achieve. Indicate the rationale for your plan, and the relationship to comparable work in progress elsewhere. 1. Knowledge and understanding of the Scope of Work is demonstrated by the clarity, practicality, and appropriateness of the offeror's proposal and plan to accomplish the effort. 2. Demonstrate recognition and ability to overcome potential difficulties in the performance of the project. C. Personnel 15 Points 1. Factors to be considered: 2. The skills and experience of contractor with respect to the tasks delineated in the Statement of Work. 3. Knowledge of contractor of feed ingredients, mycotoxins, FDA regulatory levels, and microbes 4. Experience with FACTS database, Excel spreadsheets, and data summarization, 5. Contractor resources available locally to FDA's Rockville offices. D. Past Performance/Experience 15 points The contractor shall describe their past performance, identifying other organizations with which they have participated in similar efforts including the degree of their involvement, the size and complexity of the organization and other information describing their experience. Contractors shall submit a list of three (3) references. Contracts listed may include those entered into by the Federal Government, agencies of State and local governments and commercial customers. Contractors that are newly formed entities without prior contracts should list contracts and subcontracts as required above for all key personnel. The reference list of the three (3) references shall include the following information for each contract and subcontract: 1. Name of contracting activity 2. Contract number 3. Contract type 4. Total contract value 5. Contract work 6. Contracting officer and telephone 7. Program manager and telephone 8. Administrative contracting officer, if different from #6, and telephone Each contractor will be evaluated on their performance under existing and prior contracts for similar products or services. Performance information will be used as an evaluation factor against which contractors' relative rankings will be compared to assure best value to the government. The government will focus on information that demonstrates quality of performance relative to the size and complexity of the procurement under consideration. E. Management Plan 10 Points Factors to be considered: 1. The ability of the contractor to rapidly ramp up and support additional tasks of similar nature if requested. 2. Methodologies, preparation, quality control, and communications. Responses to this small business set-aside solicitation must not exceed 15 pages and follow the format of the evaluation criteria. This is a REQUEST FOR QUOTATION (RFQ). This announcement constitutes the only solicitation and a written solicitation will not be issued. QUESTIONS DEADLINE: all questions must be received by email (david.kordel@fda.hhs.gov) before 10:00 AM (1000) EST on July 21, 2008. All responsible sources must be registered in the Central Contractor Registry System (CCR) at www.ccr.gov to be considered. FDA intends to make an award soon after the response date of this notice and all bids must be submitted via email and be received by 10:00 AM (1000) EST on 31 July 2008 to the attention of David Kordel, david.kordel@fda.hhs.gov. Evaluation/Award will be based on the technically acceptable quote that offers the best value to the Government. The award will be a purchase order made in accordance with FAR Part 13, Simplified Acquisition Procedures.
