Description
The project consists of renovating a portion of the first floor of building 62 at the Jefferson Laboratories Campus, Jefferson, Arkansas. The base scope consists of constructing a three room suite (approximately 650 SF) to house a new MRI unit. These rooms consist of the MRI unit itself, an equipment room to support the MRI unit and a control room. Also included in the project are a corridor (approximately 290 SF) and an air lock/change room (approximately 150 SF). The contractor will also be responsible for moving (Rigging) the MRI unit from the east side of building 62 to the renovated suite. This project will also include the construction of two animal rooms (approximately 560 square feet), one lab (approximately 400 square feet) and a corridor (approximately 200 SF). This project will be submitted for LEED (Leadership in Energy and Environmental Design) certification. The solicitation will be awarded based on best value (FAR 15.101-1); therefore, proposals will be evaluated on technical merit, cost effectiveness and past performance. Competitive formal source selection procedures will be used in accordance with FAR 15.3. Technical/management and past performance when combined are approximately equal in importance to cost or price in determining the best overall value to the Government. 1. Technical evaluation criteria are: Technical/Management a. Demonstrate ability and understanding of the Scope of Work. (60%) (i)Provide proposed staffing plan for this project (including resumes for key personnel: project manager and superintendent). (ii)Discuss general contractor and subcontractors experience working as a team. (iii)Experience for obtaining the LEED-CI® certification level of “certified” or greater for past projects. b. List past projects of similar size and complexity to demonstrate technical experience. (40%) (i) General Contractor (ii) Sub Contractor (mechanical, electrical, sheet metal, controls, and rigging). 2. Past Performance Evaluation is a separate evaluation factor from the technical. This factor considers the extent of the past performance of the offeror with reference to such aspects as costs, timeliness, contractor’s history of reasonable and cooperative behavior and commitment to customer satisfaction and technical success as part of the consideration. a. Construction experience on similar projects of similar size and scope. 3. Price This procurement will be set aside for small business concerns. The applicable North American Industry Classification System (NAICS) code is 236220: Commercial and Institutional Building Construction and the Small Business Size Standard is $31.0 M. The period of performance is 180 calendar days after issuance of the Notice to Proceed. The Magnitude of project is between $500,000 and $1 million. The resulting contract will be a firm-fixed price. The anticipated release date of the RFP is on or about June 9, 2008. Drawings and specifications will be available for download on FedBizOpps when the RFP is issued. Pre-Proposal/Site Visit for interested vendors will be held on site in Jefferson Arkansas approximately 2 weeks after release of RFP.
