Description
The United States Environmental Protection Agency (U.S. EPA) has a requirement to provide analytical support in evaluating the energy, economic, technological, financial, social, human health, environmental, and ecological effects of existing and potential future Government policies and regulations. Additional logistical support in developing tools. materials, and forums to communicate the potential effects of changes in Government policy will be required. The EPA anticipates the award of three (3) cost-plus-fixed-fee, level of effort type contracts consisting of a Base Period of twelve (12) months, with four (4) additional twelve (12) month option periods. The total duration of the proposed contracts are sixty months in total if all Option Periods are exercised. The U.S. EPA intends to make three (3) contract awards under this solicitation. Two (2) of the awards will be processed as "Full and Open" competition and one (1) award will be processed as a small business set aside. The two contracts to be awarded via full and open competition will consist of 5,400 labor hours and 10,800 optional quantity labor hours per contract for the Base Period each option period with a potential contract maximum of 16,200 labor hours per year. The Small Business set-aside will consist of 2,160 labor hours and 4,320 optional quantity labor hours for the Base and Option Periods with a potential contract maximum of 6,480 labor hours per year. The associated NAICS code is 541620 with a size standard of $6.5 million in average annual receipts over the preceding three fiscal years. A "Draft" Statement of Work and Technical Evaluation criteria are available at http://www.epa.gov/oam/rtp_cmd. A copy of the Conflict of Interest (COI) related clauses, provisions, and representations and certifications are posted on the internet for information purposes at http://www.epa.gov/oam/rtp_cmd. The Request for Proposal (RFP) will be issued on approximately August 12, 2008, and proposals will be due approximately thirty (30) days after the RFP issuance date.
