- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service Ecosytem and Oceanography Division located in Honolulu, HI on a sole source basis with the University of California, San Diego, Scripps Institution of Oceanography. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will conduct studies of passive acoustic data collected at Palmyra Atoll, Cross Seamount, and Ladd Seamount, and to service a High Frequency Acoustic Recording Package (HARP) near Palmyra Atoll. Specific tasks of this project are to study acoustic recordings previously collected at Palmyra Atoll, Cross Seamount, and Ladd Seamount, and to service a HARP deployed on Palmyra Atoll. This is a collaborative project between scientists from NOAA Fisheries, Pacific Island Fisheries Science Center (PIFSC) and the University of California, San Diego, Scripps Institution of Oceanography. The goal of this project is to continue collaborative research on developing acoustic techniques for census of cetaceans in the central Pacific. This research will facilitate that goal. The contractor will conduct will: Analyze acoustic data collected at Palmyra Atoll, Ladd Seamount, and Cross Seamount. Conduct studies of a variety of cetaceans including beaked whales, melon-headed whales, and false killer whales. Scan data for cetacean sounds, and these sounds will be classified by species when possible. Service the HARP at Palmyra Atoll, collaborate with The Marine Physical Laboratory to send personnel to Palmyra Atoll, where the data disks will be retrieved before the instrument is re-deployed. The contractor in collaboration with Mark McDonald (Whale Acoustics) will provide a preliminary data analysis for marine mammal sounds present in the acoustic data collected at Ladd Seamount. The government intends to negotiate a firm- fixed price contract with a period of performance that will start from date of award and ends one year later. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
