- The Government intends to negotiate a time and materials contract for analytical and technical support services for the development of a Class Tactical Publication (CTP) for the first in class Littoral Combat Ship (LCS) in support of Commander, Surface Warfare Development Group (CSWDG). Tasks involve development of the LCS CTP for LCS-1 with applicability to LCS-2 and follow-on sea frames as well as LCS Mission Modules as appropriate. Services will be performed in San Diego, CA. The resulting contract will be for a base period with four one-year option periods. This requirement will be issued on an unrestricted basis. The size standard is 500 employees and the applicable NAICS Code is 541712. The solicitation number is N00189-08-T-0331 and will be available on or about 25 July 2008. NO SOLICITATION EXISTS AT THIS TIME. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. The prospective awardees must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling-1-888-227-2423 or via the Internet at http://www.ccr.gov/. Potential offerors may be required to register in Wide Area Workflow at website https://wawf.eb.mil/index.html. Potential offerors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at https://www.neco.navy.mil/ or at http://www.fedbizopps.gov as this office will no longer issue hard copy solicitations. The Draft RFQ is available for comment on the various sections of the solicitation including the Performance Statement of Work (PWS) and provisions and clauses. Feedback on the Draft RFQ may be considered and may or may not be reflected in any future solicitation. The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department does not intend to release publicly the comments and questions received or its responses to those comments and questions, although it will provide answers and questions posed to the party submitting them. Notwithstanding this stated intention, interested parties submitting comments or questions that include data they do not want used or disclosed for any purpose other than the further revision of the Draft RFQ may include the following on the email message or cover page of their submissions, This submission includes data that may or may not be duplicated, used, or disclosed to the general public, in whole or in part, for any purpose other than with respect to the further development of the Draft RFQ. This restriction does not limit the FISC Norfolk Contracting Departments right to use information contained in the data if it is obtained from another source without restriction. Comments about the Draft RFQ should be emailed to mary.e.williams1@navy.mil. Comments on the Draft RFQ should be received by 12:00 p.m. EST on 23 July 2008. Any submission (comments or questions) should include the following information in the email message or cover letter: (a) the partys name, (b) the partys Company point of contact: name, title, address, telephone number, fax number and email address, (c) the notice concerning data provided by the submitter for limited use, if applicable, and (d) date submitted. The final RFQ is scheduled for release on or about 25 July 2008.
