- The government is seeking sources to for the procurement and installation of an automated pneumatic target system to be installed on Range 1, Quantico VA. The new target system will be computer operated using hand-held controllers. The contractor will be required to fabricate and install a total of 30 computer controlled, programmable personnel targets to provide 15 firing lanes of two targets each. Each pair of targets must be 28 inches on center using a standard military E silhouette 20 inches by 40 inches, thus leaving 8 inches between the targets. The pairs of targets must be separated by 20 inches, edge to edge to clearly separate each firing lane. Targets will principally be operated in pairs, but must be capable of being faced and edged individually, in groups or simultaneously. Targets must rotate from edge to face and back in second intervals. The target system must be installed with minimal earth disturbance. Ditch-witch ditching is expected in order to bury electrical and pneumatic feed lines from the compressor to the targets. Target mechanisms will be protected by installation of a protective wall consisting of shock absorbing concrete (SACON) blocks sufficient to defeat small arms rounds up to 7.62mm. No ricochet producing hardware may extend above the protective wall. The control system must include a removable Toughbook type laptop computer (Mil Std 810F compliant) for automatic operation and allow targets to be controlled remotely using handheld devices. There is no permanent range house at Range 1 so all control equipment must be removed from the range after each use to prevent pilferage. The computer must be fully installed with programmable Windows-type software to operate the targetry. The pneumatic operating system must include an air compressor with dryer package to include: a pressure gauge, regulator, filter, an air-cooled after-cooler, and a desiccant dryer assembly. A small shelter is required to protect the compressor from the inclement weather. The compressor will be located behind the firing line, approximately 100 yards from the targets. Ricochet producing target mechanisms must be below the protective barrier in all cases. The range has adequate impact barriers behind the targets. Electric power is currently installed near the site. Government electricians will stub power to the compressor site. Delivery date is an anticipated 90 days after contract award. This is not a request for quotations or an announcement of a forthcoming solicitation. It should not be construed as a commitment of any kind by the US Government to issue a solicitation. Any information provided to the Government in response to this RFI will become USMC property and will not be returned. All proprietary or classified information will be treated appropriately. Written response is requested within 15 days after publication of this notice.
