Document Type: Presolicitation Notice Solicitation No.: NHLBI-PB-HL-2008-204/JNB Posted Date: July 17, 2008 Response Date: July 28, 2008 Classification Code: 66 - Instruments and Laboratory equipment NAICS Code: 334516 Description: Analytical Laboratory Instrument Manufacturing THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), for the National Institutes of Health (NIH), National Heart Lung and Blood Institute (NHLBI) http://www.nhlbi.nih.gov, intend to award a single, fixed priced purchase order on a noncompetitive (sole source) basis to Malvern Instrumentation, Inc., 117 Flanders Road, Westborough, MA 01581-1042, for the purchase of the Laboratory Instrumentation listed within this document. This acquisition is being conducted under FAR Part 13, http://www.acqnet.gov/Far, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-23. The total contracted dollar amount, including options will not exceed $5 million. This action is under the authority of 41 U.S.C. 253©), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplier or service will satisfy requirements. The reference number for this announcement is NHLBI-PB-HG-2008-204/JNB. The acquisition is being conducted as noncompetitive, with no set aside restrictions. The North American Classification System (NAICS) code applicable to this requirement is 334516 and the associated small business size standard is 500 employees. Market research conducted by the Government has determined that Malvern Instrumentation, Inc., is the only source capable of providing this type of instrument, which combines dynamic light scattering and zeta potential analytical technologies. Specifications: (1) PN: ZEN360D, Zetasizer Nano-ZS for the measurements of size, molecular weight and zeta potential of dispersed particles and molecules in solutions. Includes 4mW 633 He-Ne laser, (Measurement in non-polar liquids requires universal cell option P/N ZEN1002), Temperature range 2 deg.C minimum, 90 deg.C maximum (70 deg.C maximum with disposable DTS1060 cell). Size range: 0.6nm to 6microns. Size range for zeta potential 5nm to 10microns Concentration range for size measurement 0.1ppm to 40wt% maximum Molecular weight range: 1x10E3 to 2x10E7Da. Requires but does not include computer. Only compatible with Windows 2000 and XP operating systems. (2) PN: ZEN1001, MPT-2 Multi-purpose titrator- for the automation of size, zeta potentialor intensity measurements as a function of ph, conductivity or additive concentration. Compatible with Zetasizer Nano S, Z, ZS, and ZS90. Includes 3 titrant dispensing units, connecting tubing, reaction containers, consumables kit, software, and manual. Note 1, Automated measurement of size and zeta potential with the Zetasizer Nano series requires the folder capillary cell (DTS1060), Note 2, ZS90 for automated zeta potential or size but not both in one titration. Note 3, ZEN0023 is required but not included for ZEN1500 and ZEN1600 installations if the ZEN1001 is ordered separately. (3) PN: DEG0003, Auto-degas unit for the MPT-2, Compatible with all MPT-2 units. Automatically degasses all three titrants. Operation is completely automatic. Supplied with universal power supply and power cable. (4) PN: ZEN9064, Option for flow mode operation enable connection of 1 of 2 external detectors and remote measurement start. Includes provisions for two signal inputs and remote start, external connection cable, flow cell, fittings for cell and 1.5m PEEK tubing, 1/16 inch o.d., 0.25mm i.d. (ZEN0116) Only applicable for size and molecular weight measurements. Only compatible with the Zetasizer Nano S and ZS. (5) PN: Universal ‘dip’ cell kit sample in aqueous, i.e. non-polar dispersants such as hydrocarbons. Compatible with PCS1115 cuvettes. Includes electrodes assembly with Palladium electrons with 2mm spacing and one PCS1115 cuvette and cap. Compatible with all Nano series systems that measure zeta potential. This notice does not constitute a request for proposal (RFP) and submission of any information provided in response to this announcement is purely voluntary, and the Government assumes no financial responsibility for nor costs incurred. This notice of intent is not a request for competitive proposals, however all responses received within (10) days after publication will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
