Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), intends to procure on a sole-source basis with Waters Corporation, 34 Maple Street, Milford MA 01757 for a service agreement/maintenance for one Waters/Micromass UPLC-MS-MS System. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-(b)(1). The North American Industry Classification System Code is 811219 and the business size standard is $6.5M. Period of performance: Performance shall be for one base year with a one year option period. This contract encompasses the preventative maintenance for a complete analytical system comprised of a Waters UPLC (Ultra-Performance Liquid Chromatograph) coupled to a Micromass QuattroPremier triple quadruple mass spectrometer within the Clinical Pharmacology Program, Medical Oncology Branch, CCR, NCI. This instrument performs analysis and quantification of small molecules (primarily anti-cancer drugs) in biological matrices. It is used in support of pharmacokinetic studies required in many of the ongoing clinical trials being conducted within the CCR. This instrument is integral to the work of the clinical pharmacology Program and is utilized extensively. As such, a comprehensive preventative maintenance and repair contract is essential for continued operation. The contractor shall provide all labor, material and equipment to provide preventive maintenance and repair service for one Waters/Micromass UPLC-MS-MS System comprised of: 1.)Waters Acquity UPLC: a.Solvent Manager, s/n H05UPB071M b.Sample Manager, s/n J05UPS053M c.TUV Detector, s/n H05UPT429M 2.)Micromass QuattroPremier, s/n VAB308 The contractor shall provide: 1) Two (2) preventive maintenance inspections per Service Agreement year; 2) unlimited emergency repair within forty-eight (48) hours of first call; 3) furnish all required replacement parts; 4) provide free software upgrades; 6) provide current software updates to the operating system and shall provide parts and accessories required during service. Contractor personnel shall have a minimum of two (2) years specialized factory training within the last five (5) years in order to perform service to these instruments and all primary service personnel shall have at least one backup support person with at least the same level of expertise on the equipment covered by this contract. It is critical to the continued smooth operation and research of the NCI/CCR that these instrument systems continue to be serviced and maintained according to the manufacturer's specifications. Any deviation from the specifications could jeopardize the use of the aforementioned systems and/or the accuracy of the data generated by the systems. Waters Corp does not supply spare parts to other distributors and service providers, nor do they provide Service Engineer level training to anyone except Waters Field Service Engineers who are employed by the company. In addition, instructions and schematics for repairs are not available to other service providers. Furthermore, the software that runs the entire system is only updated by, and available from, Waters Corp. As such, Waters Corp is the only service provider that can perform the required maintenance and repairs. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EDT on July 31, 2008. It is the vendor's responsibility to call (301) 402-4509 to verify questions have been received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration/certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
