Description
The project involves construction and modernization of both new and existing research and development laboratory facilities. This includes the removal of office space in existing high bay research and development (R&D) facilities, the retrofitting of existing R&D laboratories and test stands, and the construction of new administrative and laboratory space. Additional work includes replacement of a cooling pond with cooling towers and conversion of the cooling pond and fording pit areas into an exterior vehicle test bed facility and research and development vehicle/equipment maintenance and storage area. Support facilities include electrical service; gas, water, and sanitary utilities; oil separator; fire protection; paving, walks, curbs, gutters; storm drainage; site improvements; erosion control; building information systems; and connection to the Energy Monitoring and Control System (EMCS). Access for the handicapped will be provided. One road will be realigned as part of this project. Heat will be provided by connection to the central steam plant, and air conditioning. This project will also include demolition of an existing building consisting of a 31,260 square foot first floor, a 590 square foot mezzanine and 8890 square foot basement. The contractor must be able to provide construction and systems integration services and responsibilities regarding fabrication of a large, complex multi laboratory engineering facility. The facility will be used to evaluate heavy duty vehicles and powertrain components. The proposed facility will include the following: a maximum of 40,500 square feet, eight laboratories, 11 AC electrically regenerative dynamometers, 1 full vehicle chamber with environmental control for hot, cold, humidity, solar simulation and wind simulation, 7 environmental chambers, 3 extremely high voltage and current power supplies, 5 bridge and monorail cranes rated at 10-25 tons, 1 very large colorimeter (low pressure, high volume airflow tunnel) with hot and cold temperature capabilities, 4 various sized flow benches with combined Dust Media Insertion and 7 Fume Hoods. Additional capabilities needed include a closed loop control of fuel flow, dynamometer operation, environmental conditions and air flow, fuel supply and measuring systems, hydrogen usage, control and safety provisions, fire suppression, engineering sensors, noise abatement techniques. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $31,000,000.00. The cost range is between $25,000,000.00 and $100,000,000.00. Proposals will be evaluated and awarded utilizing the Best Value Process. The proposal evaluation criteria consists of the following: Technical Approach, Prime Contractor, Subcontractor, Design Team & Individual Experience, Prime Contractor, Subcontractor, Design Team & Individual Past Performance, Management Plan, Management Schedule, Price & Proforma Information. Contract duration is 540 days. The approximate proposal due date is 17 September, 2008 at 1:00 p.m. (Eastern Time).
