Description
The Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic, Facilities Engineering and Acquisition Division, Public Works Department, Little Creek, Naval Amphibious Base, Virginia Beach, announces its intent to award a Firm Fixed Price, Stand-alone contract for the electrical and utility pit upgrades of Piers 11-19, 20-30, and 36-40 and 56-61, Naval Amphibious Base, Little Creek, Virginia Beach, Virginia. This procurement is being advertised as a competitive Small Business set-aside, inviting all qualified Small Business certified firms to submit proposals. The Offeror must be a certified Small Business firm at time of initial proposal submission and at time of award of a contract. The North American Industrial Classification Code (NAICS) for this procurement is 237990, which has a size standard of $31,000,000.00. To be eligible for a contract award, a firm must be registered in the Department of Defense (DOD) Central Contractor Registration (CCR) via the CCR internet website at http://www.ccr.gov. A contract will be awarded in accordance with Federal Acquisition Regulation Parts 15 and 36 using the Best Value Source Selection procedures. The award will be made to the Offeror whose proposals, conforming to the Request for Proposal (RFP), provides the best value to the Government, considering both price and technical factors. The technical evaluation factor will be: Past Performance. Price proposals will consist of lump sum pricing. When combined, the technical evaluation factor will be considered equal to price. The Government intends to issue the RFP on or about 1 August 2008, and intends to hold a one-time site visit approximately one (1) week thereafter. The solicitation will be available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the internet. The free Acrobat Reader, required to view PDF files, can be downloaded from the Adobe website. The official access to the solicitation is via the internet, the address is: http://www.neco.navy.mil. Contractors are encouraged to register for the solicitation when downloading from the Navy Electronic Commerce Online (NECO) website. Only registered contractors will be notified by email when amendments to the solicitation are issued. The magnitude of construction is between $5,000,000.00 and $10,000,000.00. The anticipated scope of work may include, but is not limited to all labor, supervision, tools, materials, equipment, and transportation necessary to provide for the replacement of existing three-phase MIL-SPEC 24368 receptacles with new single-phase cam-lock receptacles on each pier. The existing MIL-SPEC 24368 receptacles are part of assemblies referred to as "camel-backs". The camelbacks will be removed and the pier patched as necessary. The new receptacles will be part of new power station assemblies whose design will conform to the new NAVFAC criteria for dockside power stations. The new receptacles will be at a different elevation than the existing, this will force low voltage (i.e. secondary) cable replacement back to the first manhole or handhole. The circuits which feed the receptacles are composed of both copper and aluminum conductors. This joining of dissimilar metals has caused corrosion at cable connections which has resulted in low voltage and in loss of power due to cable failure. This project will replace aluminum cable with new copper cable as funds allow. New receptacles will force the replacement of existing plugs on portable shore power cables owned by Port Operations and other users of the piers. This project will provide and install, as necessary, new plugs compatible cam-lock receptacles onto existing cables.
