- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis-solicitation is issued as a Request for Proposal W91248-08-R-0014. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This acquisition is unrestricted. The NAICS code is 511110 and the small business size standard is 500 employees. A no cost contract is anticipated. The right to sell and circulate advertising to complete readership in the Civilian Enterprise (CE) publication provides the publisher revenue to cover costs and secure earnings. The Performance Work Statement (PWS) with Technical Exhibits and Attachments can be accessed on the Directorate of Contractings website https://doc.campbell.army.mil/default.asp. Performance period is for a twelve month base period and five twelve month option periods. Transition period is expected to be from 15 Aug 08 through 31 Aug 08 with full performance to begin on 1 Sep 08. This acquisition is in accordance with Department of Defense (DoD) Instruction 5120.4, Department of Defense Newspapers, Magazines and Civilian Enterprise Publications, dated June 16, 1997. Although CE contracts are not subject to the Federal Acquisition Regulation (FAR) or Defense FAR Supplement (DFARS), tailored FAR clauses, useful in identifying and protecting the rights of both parties are part of this solicitation and resulting contract. The provision at 52.212-1 Instructions to Offerors Commercial Items, is applicable as addended by Attachment A-1, Addendum to FAR 52.212-1, Instruction to Offerors Commercial Items which gives specific instructions for preparation of technical proposals. The provision art 52.212-2, Evaluation-Commercial Items is applicable as addended by Attachment A-2, Addendum to FAR 52.212-2, Evaluation Commercial Items. Evaluation Factors and Basis of Award are indicated in this attachment. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, is applicable as addended by Attachment A-3, Addendum to FAR 52.212-4, Contract Terms and Conditions Commercial Items. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition only as specified in the previously referenced Attachment A-3. Attachment A-4, Present/Past Performance Questionnaire, is to be sent from offerors directly to offerors recent, relevant present/past performance references. The questionnaire shall include a cover letter with instructions that following completion of the questionnaire, it shall be returned directly to the Directorate of Contracting, Fort Campbell, KY. Offerors who have not completed Online Representations and Certifications Application (ORCA) are instructed to submit completed copies of FAR Provision 52.212-3, Offeror Representations and Certifications Commercial Items, with offers. All responsible concerns may submit an offer which will be considered by the agency. Vendors shall include CAGE Code, DUNS and TIN with their quote. Proposals are due not later than 4:00 PM, 31 July 2008 at Directorate of Contracting, Bldg. 2172, ATTN: Kevin Day, 13 St., Ft. Campbell, KY 42223-5334 email kevin.day1@us.army.mil. Successful offeror must be registered in the Central Contractor Registration Database prior to award of contract.
