SOURCES SOUGHT/MARKET RESEARCH FY10-14 40MM FAMILY OF AMMUNITION SMALL BUSINESS SYSTEMS PROCUREMENT Description: This is a Sources Sought/Market Research announcement to identify Small Business interest in a 40MM family of ammunition systems procurement. THE NAICS CODE FOR THIS ANNOUNCEMENT IS 332993, AMMUNITION (EXCEPT SMALL ARMS) MANUFACTURING. THE SMALL BUSINESS SIZE STANDARD IS 1,500 EMPLOYEES. This announcement is in support of Market Research performed by the United States Army Sustainment Command to determine Small Business interest in 40MM ammunition production, either as a subcontractor, an end item manufacturer for the family of cartridges, or an end item systems integrator for the family of cartridges, for Fiscal Years 2010 through 2014. The cartridge end item consists of all components and includes Load, Assembly, and Pack. The family of 40MM ammunition may consist of, but is not limited to: M385A1 Practice Cartridge, NSN: 1310-01-316-9973; M430A1 High Explosive Dual Purpose Cartridge, NSNs: 1310-01-419-8203, 1310-01-354-8745, 1310-01-362-5295; M433 High Explosive Dual Purpose Cartridge, NSN: 1310-00-992-0451; M583A1 White Star Parachute Cartridge, NSN: 1310-00-159-3198; M781 Practice Cartridge, NSN: 1310-01-211-8073; M918 Target Practice Cartridge, NSN: 1310-01-317-5948. M992 IR Illuminant Cartridge (DLQ-152 IR mix), NSN: 1310-01-422-1048; Mixed Belt, 22:10 ratio of M918 to M385A1, NSN: 1310-01-541-8181; M585 White Star Cluster Cartridge, NSN: 1310-00-922-9784; M661 Green Star Parachute Cartridge, NSN: 1310-00-541-6148; M662 Red Star Parachute Cartridge, NSN: 1310-00-541-6149; M713 Red Smoke Cartridge, NSN: 1310-00-541-6150 M715 Green Smoke Cartridge, NSN: 1310-00-541-6152 M716 Yellow Smoke Cartridge, NSN: 1310-00-541-6153 The Government is interested in procuring a HV non-dud producing practice round with day/night capability for the MK-19. Accordingly, the Government would be interested in any information or documentation that is available relative to a HV non-dud producing practice round with day/night capability, and/or the possible use of a performance specification for procurement of this round. The Governments preference would be to award one or two prime contracts that may consist of all the listed munitions. Joint Ventures, as defined in FAR 19.101 (7) (i), are an acceptable approach and are encouraged. Interested Small Businesses shall provide the Government with information as follows: (1) Name of Company and cage code - include a contact persons name, telephone number, and E-mail address; (2) Company Address; (3) Company Size (please specify as either Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business); (4) Identify whether you are interested in this acquisition as a prime contractor or subcontractor. (NOTE: 1-Under certain teaming arrangements, the individual small businesses must meet the size standard instead of using the combined total of employees of all small businesses on the team. 2-The Government may direct certain work, or portions of work, be performed at specific locations, specifically HV LAP at Milan Army Ammunition Plant, and the procurement of M55 detonators, propellant/explosives, and Nitrocellulose from within the National Technical Industrial Base (NTIB). Any of this directed work is excluded from the total work when determining limitations on subcontracting percentages. 3-To qualify as a small business entity all the team members must be a small business. One exception is mentor-protg, which does permit large business participation on the team.) This announcement is for INFORMATION and PLANNING PURPOSES ONLY and should NOT be construed as a commitment by the Government for any purpose. This announcement does not constitute a Request for Proposals and no contract will be awarded from this announcement. Requests for solicitation will not receive a response. It is expected that all the cartridges will be purchased via a Technical Data Package, with the possible exception of a non-dud producing practice round with day/night capability, which is anticipated to be purchased via a performance specification. Technical Data Packages and performance specifications will not be made available at this time. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. No basis for claim against the Government shall arise as a result from a response to this announcement or Government use of any information provided. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate. Depending on the information received from this announcement, the Government may plan a 40MM Ammunition Industry Day. Responders should indicate their interest in an Industry Day and the potential topics. All responses to this announcement must be received by 18 August 2008.
