Description
This is the synopsis and public notice for acquisitions over $25,000. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL intends to issue a 1 year with 2 one year options firm-fixed price commercial items contract for performing Phase and Calendar Inspections, other FAA Airworthiness Directives, Service Bulletins for a Cessna Citation II fixed wing aircraft No. N52RF. The aircraft is based in Tampa, FL at MacDill AFB and operates throughout the United States and its territories. The proposed acquisition is for services for which the Government is seeking contractors who can provide and perform all required inspections, maintenance, repair, and modifications. NOAA N52RF shall require full maintenance support for a twelve month period with options to extend contract support for two consecutive twelve month periods. For purposes of the contract, full service maintenance support includes the following: aircraft phase and calendar inspections, scheduled and unscheduled maintenance, repair and modification at the contractor's facility; as well as parts and technical support during unscheduled aircraft on ground occurrences in any location away from the contractor's facility. It is not in the Government's best interest to procure these services separately. The aircraft will be flown to the contractor's facility by NOAA personnel prior to commencement of services. Maximum aircraft downtime is 3 weeks after delivery of the aircraft to the maintenance facility. Contractor will be required to carry insurance for loss or damage of not less than $2.0 million. The solicitation will be a best value commercial item acquisition conducted under Federal Acquisition Regulation Part 12. The solicitation will be unrestricted for business size. NAICS code is 488190. Firms must be either a Certified FAA Repair Station or Certified Cessna Authorized Service Center for Citation II aircraft. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications to perform Cessna Citation II service and inspections. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR.
