Description
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Air Armament Center (AAC), Eglin AFB, FL intends to award a sole source Indefinite Delivery, Indefinite Quantity (IDIQ) contract to The Boeing Company, P.O. Box 516, St Louis, MO 63166, (314) 294-2648 based on the authority of the Federal Acquisition Regulation 6.302-1. The IDIQ contract would have an ordering period of 5 years with an anticipated maximum dollar amount of $4.8M. Tasks under this IDIQ contract may include enhancements of the F-15E Operational Facility (OPFAC), F-15C/D Multi-Stage Improvement Program (MSIP) OPFAC, and the F-15E Programmable Armament Control Set (PACS) Test Station. It is anticipated the first task order will be to incorporate an enhanced Distributed Interactive Simulation (DIS) capability into the F-15E OPFAC built by The Boeing Company, at their St Louis, MO plant under Department of the Air Force contract number F08635-02-C-0154, and delivered to Eglin's Datalinks Test Facility (DTF) in June 2004. This DIS enhancement shall consist of core software and hardware changes to the existing Boeing proprietary models software and computers used to operate the F-15E OPFAC and will give the F-15E OPFAC the ability to transmit a variety of information to the DIS network. This DIS enhancement will enable the F-15E OPFAC to interact in a distributed network by connecting it to other remote test stations or simulators using a series of messages called Protocol Data Units (PDUs) which have specific formats and contain specific information about individual players in an exercise. This greatly enhanced DIS capability will add more PDUs to the current basic DIS capability of entity state PDUs only and will better support joint interoperability testing. Additional taskings may include software/hardware upgrades that would affect the Eglin DTF F-15 OPFACs and PACS Test Station datalink testing capability, to include OFP and Suite updates. In addition, the contractor may physically install any software or hardware upgrades at the Eglin DTF they deem necessary to maintain the most current OPFAC and PACS Test Station configuration and datalink testing capability. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. Any offerors responding to this notice must provide evidence of capability to perform the above requirements to include the detailed knowledge and capabilities of the unique equipment and software involved. This includes knowledge in (1) design and operation of the DTF F-15 OPFACs and PACS Test Station hardware and software, (2) the interface between the OPFACs and PACS models and the F-15 Operational Flight Programs, and (3) the modeling software and its interfaces with the Eglin DTF OPFACs and PACS Test Station hardware. If the contractor does not have Secret clearance with a special background investigation, response to this notice must contain proof the contractor understands the requirements for obtaining this type of clearance and that they can meet the requirements. In addition, the contractor must obtain an interim Secret clearance prior to award. The Boeing Company is the only known existing source of the technical expertise required to support this requirement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below.
