- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12 and 13, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) E006787, the provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. The solicitation is under the Simplified Acquisition Procedures (SAP) and is 100% Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 423410 with a small business size standard of 100 employees. This will be a Firm Fixed-Price Solicitation. The deadline for submitting quotes is Thursday, July 24, 2008 at 1:00 pm EST. The FBI intends to purchase the following cameras: 1) 10 each of Model QN-D300Z, One-Fourth Inch Color/Black and White Camera Module 10x Zoom; 2) 65 each of Model QN-613-3.7P, One-Fourth Inch Color Camera W/3.7MM Pinhole Lens; 3) 27 each of Model QN-657-3.7P, One-Fourth Inch Black/White Camera W/3.7MM Pinhole Lens; and 4) 50 each of Model QN-145-3.7P, One-Fourth Inch Color Board Camera W/3.7MM Pinhole Lens. This is the FBIs minimum requirements. Cameras need to be the exact same size and have the exact same wiring as stated above in order to replace existing cameras and fit into existing mounted brackets. The manufacturer of this equipment is Qwonn, Incorporated; US Office is 17 Valley Brook Road; Boyertown, PA 19512. Their phone number is 610-970-8564. The shipping destination is Federal Bureau of Investigation, Quantico, VA 22135. Quotes shall include, if applicable, all shipping costs; as well as, warranty terms. The provision at FAR Clause 52.212-1, Instructions to Offerors (JUNE 2008) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: Submit offers electronically to karen.smith4@ic.fbi.gov. FAR Clause 52.212-2, Evaluation of Commercial Items (JAN 1999). Award will be made on the basis of lowest evaluated price of quotes meeting the specifications listed above. Far Clause 52.212-3, Offeror Representations and Certifications, Commercial Items (JUNE 2008) is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following Government portal: http://orca.bpn.gov. FAR Clause 52.212-4, Contract Terms and Conditions, Commercial Items (FEB 2007), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items (JUNE 2008), apply to this solicitation. Central Contractor Registration (CCR) Requirement: Company shall be registered in the CCR before an award can be made to them. Offers shall include price, including shipping costs, if applicable, delivery and warranty terms, as well as your DUNS and TIN numbers. Offers received after this date and time shall be considered late and will not be considered for award. The Government reserves the right to award without discussions.
