- The National Cancer Institute (NCI) plans to procure on a sole source basis, Analysis for Two Breast Cancer Manuscripts with Utah University; Pharmacotherapy Outcomes Research Center; 421 Wakara Way, # 208; Salt Lake City, Utah 84108. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 511120 and the business size standard is 500 employees. The purpose of this procurement is to: 1) complete all analyses for a manuscript on body size and breast cancer using data from the Breast Cancer Detection Demonstration Project (BCDDP) cohort study dataset; 2) complete all analyses for a manuscript on hormone replacement therapy and breast cancer from the BCDDP cohort study dataset, and; 3) provide a SAS (name of software) data dictionary with final analytic files (vertical files) to do time-dependent body size and hormone replacement therapy Cox regression analyses; and 4) provide documented SAS programs used to generate the analytic files and statistical runs. The Utah University, Pharmacotherapy Outcomes Research Center is the only source known to the NCI. They developed the datasets and analysis programs for the analysis that has been done to date for the BCDDP cohort study. They are the only source who has the data on the uses of menopausal hormones by specific time period for the cohort of women, and is therefore the only one that can conduct these analyses, and provide the NCI with these data and results. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on July 31, 2008. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
