- National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis for: Eclipse Software Support Agreement; Clinac 21EX upgrade Aria Pre-requisites; Future Interface Connection; Eclipse Hardware refresh and; IEM Interfaces with Varian Medical Systems; 3100 Hansen Way, Palo Alto, California 94304. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 and under the authority to use simplified procedures for commercial requirements as provided in FAR 13.501. The North American Industry Classification System Code is 541511 and the business size standard is $23M. The Radiation Oncology Branch of the CCR treats cancer patients with radiation according to approved clinical protocols. These treatments are complex and involve the simulation of the radiation delivery technique mapped on clinical images, with the distribution of radiation dose calculated by sophisticated, proprietary algorithms (treatment planning), transfer of the relevant treatment information to the accelerators, and the acquisition and retention of all parameters for each treatment delivered, as well as cross verification with the actual prescription (record-and-verify). The Varian ARIA software system is a sophisticated, interconnected software suite that provides for radiation treatment planning, treatment delivery, image acquisition and storage, and record-and-verify capability. Patient data is maintained within a SQL compliant database. The software and its components are proprietary in nature. ARIA combines components, expands the software to accommodate on-board imaging, cone-beam CT and improved systems integration. It also provides for the expansion of patient data storage for the Tomotherapy Hi-ART system within a single database that will permit data access for clinical research. In addition to the software support, the contractor shall provide software upgrades to current clinically approved versions. Varian Medical Systems is the only known source to the NCI that manufacturers this sophisticated software in order to run the Varian Eclipse and Clinac 21EX. There is no known software that is compatible. It is critical to the NCI mission and the patients involved in current NCI studies/protocols that this maintenance and support agreement is purchased from Varian Medical Systems, Inc. The software meets the stringent requirements for an FDA medical device, as well as being HL-7 compliant in terms of patient data security, and is capable of supporting the DICOM-RT communications protocol. The software shall be maintained under a service contract, so that technical support can be provided for critical dosimetry or treatment issues, communication issues can be addressed in a timely manner and the software components can be updated to take advantage of technological improvements in a dynamic clinical setting. Planning and treatment of patients is a time critical process and excessive delays are unacceptable for patient care. Period of Performance shall be for Base Year: twelve (12) months upon date of award with four (4), one (1) year options. Only one (1) award will be made as a result of this solicitation. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 11:00 AM ET July 28, 2008. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
