- The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), intends to procure on a sole-source basis a Varian Real Position Management (RPM) Gating System with Varian Medical Systems, 3100 Hansen Way, Palo Alto, California 94304. The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b)(1). Only one award will be made as a result of this solicitation. The following salient characteristics apply to the Varian RPM Gating System: -Allows for clean imaging and treatment of lung, breast, and upper abdominal sites; -Accommodates both breath hold and free breathing protocols; -Correlates tumor position in relation to patient’s respiratory cycle; -Infrared tracking camera and reflective marker; -Measures patient’s respiratory pattern and range of motion and displays them as a waveform; -Gating thresholds are set when the tumor is in desired portion of the respiratory cycle; -Utilizes a reflective fiducial attached to a patients diaphragm and continuously monitored by an infrared video camera; -RPM module connected to a Philips Brilliance Big Bore Computed Tomography scanner must be utilized to observe an individual’s diaphragm motion and establish their tolerance values, which are then sent to RPM workstations on each of the treatment machines; -Seamless interface, Varian has developed proprietary software for this to occur; -Eclipse has immediate access to gated verification images from the On-Board Imager system during course of treatment; -<100 millisecond beam on time with accurate gated dose rates; -Image acquisition and gated treatment are fully automated; -Treatment beam gating is fully integrated with dynamic multi-leaf collimator leaf motion. Justification: This justification has been prepared under the authority of 41 U.S.C. 253 (c)(1) as set forth in 13.106-1 (b)(1). (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). The Radiation Oncology Branch of the CCR treats cancer patients with radiation according to approved clinical protocols. These treatments involve complex radiation delivery techniques. One of the newest techniques that promises a greatly improved accuracy in targeting the tumor is called Intensity Gated Radiation Therapy, or IGRT for short. The Varian RPM system utilizes a reflective fiducial attached to a patients diaphragm and continuously monitored by an infrared video camera. When the patient’s chest motion exceeds preset values, the treatment is interrupted automatically until it returns to within tolerance. This permits the treatment of a more geometrically stable target. In order for the system to function, an RPM module connected to a CT scanner must be utilized to observe an individual’s diaphragm motion and establish their tolerance values, which are then sent to RMP workstations on each of the treatment machines. Varian Medical Systems is the sole provider of RPM gating systems. In order for the RPM systems to work, they require a seamless interface and Varian has developed proprietary software for this to occur. Varian is the only known sole manufacturer of the RPM Gating System and is the only known sole provider of factory trained service personnel. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 11:00 AM ET on July 31, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
