- The U.S. Army Corps of Engineers, Europe District is seeking expressions of interest from firms who are interested in proposing on an Indefinite Delivery/Indefinite Quantity (IDIQ) Type Service contract for Petroleum Maintenance, Inspection, Repair, Emergency Response, and Minor Construction for Piping, Tanks, Separators, Support Facilities, and Dispensing Units for support to the EUCOM area of responsibility Garrisons, primarily in Germany, but with a secondary area to include Italy, Belgium, and Netherlands. One contract will be issued to support the issuance of individual Task Order awards for customer orders. The contract will include a base period and four (4) option periods of one year duration each. The total contract capacity will be $14,500,000 over the life of the contract, base year plus options. SCOPE OF WORK:The contractor shall properly maintain petroleum systems at US Army Garrisons within EUCOM. The service requirement area of responsibility is primarily in Germany, but with a secondary area to include Italy, Belgium and the Netherlands. The scope includes assuring petroleum facilities comply with code, criteria, regulations, and laws of the United States and host nations. Petroleum systems, as shall be used throughout the work statement, shall mean an underground or above ground storage tank, separators, connected piping, dispensing systems, ancillary equipment and appurtenances, and containment systems. The contractor will provide all labor, supervision, transportation, supplies, vehicles, tools, materials, facilities, equipment, and incidentals necessary to conduct preventive and routine maintenance, inspections, repairs, emergency response, and minor construction of petroleum systems. Maintenance is defined as recurrent, periodic or scheduled activities to preserve a facility by preventing its deterioration, are limited to those funded by Defense Energy Supply Center (DESC) in accordance with the DOD regulation 4140.25-M Chapter 8. Minor Repair, periodic testing of systems/components, generally on an annual basis, is included within DESC definitions of maintenance and minor repair. Emergency Services, contractor shall provide all personnel, equipment, tools, materials supervision and all other services necessary to perform emergency services on the petroleum system. Emergency services shall be provided twenty-four hours per day; seven days per week and response shall be within twenty four clock hours of notification. Minor Construction is limited and not included for Italy. The Corps of Engineers, Europe District, intends to advertise the solicitation for this work during the month of July 2008. The solicitation and specifications will be available free of charge by downloading from a designated web-site. The web-site address will be provided to interested offerors at a later date.
