- Solicitation #: HSCG89-08-R-QAU018 Title: Provide Security Guard Services at U.S. Coast Guard Training Center Petaluma California Description: This procurement will be a 100% set-aside for Service-Disabled Veteran-Owned Small Business and the related Small Business size standard is $17 million. The work consists of providing all labor, management, supervision, equipment, transportation, training, certifications, uniforms and associated items, and materials necessary to perform Security Guard Services for protection of personnel, property, and facilities at the U.S. Coast Guard Training Center located in Petaluma, California. The requirement is for unarmed guard services, with an Indefinite Delivery Indefinite Quantity (IDIQ) for armed guard services, and additional guard services, for special events as needed. This is a Firm Fixed Price contract and the period of performance is 1 October 2008 through 30 September 2009. This contract is for a Base Year with four (4) one-year Option Year periods. If all Option Year periods are exercised by the Government, the contract term will end 30 September 2013. Award will be made on the basis of best value to the Government and the evaluation criteria will be based upon Price, Past Performance, and Project Management. Services will be procured using procedures in FAR Part 12, Acquisition of Commercial Items. The North American Industrial Classification Code is 561612. This solicitation document and incorporated provisions and those in effect through Federal Acquisition Circular 2005-26. The Online Representation and Certification Application (ORCA) apply, and you must register and complete this section at http://www.bpn.gov. Offerors must have an active record in the Central Contractor Registration (CCR) and an active Market Partner Identification Number (MPIN). Contractors must be registered in the Central Contractor Registration (CCR) in order to receive a contract award from any Coast Guard activity. Contractors may access the CCR and register at http://www.ccr.gov. The FAR clause 52.213-3, Offeror Representation and Certification applies to this solicitation and the Offeror must include a complete copy of this provision with their proposal. A site visit is possible, and more definite information concerning the site visit will be included in the solicitation.
