Description
The U.S. Department of Commerce, Florida Keys National Marine Sanctuaries intends award a purchase order to tie and consolidate the Florida Keys Eco Discovery Center (FKEDC) access control components into the Dr. Nancy Foster Complex administrative building access control system. The period of performance is from date of award thru 6 months thereafter. The NOAA NOS Dr. Nancy Foster Environmental Complex (Foster Complex) in Key West, FL currently has (2) separate Tyco, Software House CCURE 800 Access Control Systems providing access control to (3) separate buildings. The Maintenance Building and the Administrative Building are controlled by the same CCURE 800 System major system components and are located in the Administrative Building. The work requires the contractor to tie the Visitor Center Building (Florida Keys Eco Discovery Center/FKEDC) access control components into the Administrative Building's access control system by eliminating the control panel in the FKEDC and consolidating the (2) CCURE 800 systems into (1) CCURE 800 system with the installation of a new iStar Pro Control panel to be located in the Administration Building, replacing the APC panel in the Administration Building. While most wiring and cabling already exist for each system, conduit between the buildings exists and can be used to pull any additional wiring or cables required for the consolidation. Also two addition readers and doors hardware such as contacts, electronic strikes, exit buttons and etc will be required - one in the Maintenance Building and one in the Administrative Building. This requirement at the NOAA NOS Nancy Foster Complex in Key West, FL requires, but is not limited to: • Integrate the (2) Software House, CCURE 800 Access Control Systems into one system that is compliant with HSPD-12, FIPS 201. • Replace the (2) APC Controller panels with (1) I-Star Pro panel to be located in the Administration Building. • Upgrade CCURE 800 software to the most current version. • Run wiring as required from the Visitor Center Building Card Readers (2) and other hardware components to the new I-Star Panel located in the Administration Building. • Replace all existing carder readers (total of 6) with card readers that transmit at the following frequencies: 13.56 MHz and 125 KHz Wiegand 37 bit technology and are capable of reading the new DOD CAC card and the current NOAA ID card. All card readers must be on the GSA HSPD-12 Approved Products List located at http://fips201ep.cio.gov/apl.php. • Add two (2) of card readers that transmit at the following frequencies: 13.56 MHz and 125 KHz Wiegand 37 bit technology and are capable of reading the new DOD CAC card and the current NOAA ID card and hardware on additional doors. All card readers must be on the GSA HSPD-12 Approved Products List located at http://fips201ep.cio.gov/apl.php. It may be necessary to replace doors and or door locking mechanisms to ensure optimal operation of the system on these two additional card readers. • Minimum Requirements: Contractor shall be a certified install by Software House. Contractor shall be a certified maintenance provider. Contractor must submit cut sheets on all equipment to include readers, to be installed. Contractor shall be able to provide training on the CCURE 800 system. This is a small business set-aside. The NAICS code for this action is 561621. Small Business size standard not to exceed $11.5M. This supply is being procured under the guidelines of FAR Part 12, Commercial Items Procedures. Interested parties can request a copy of the Request for Quotation on or about July 28, 2008. The Central Region Administrative Division (CRAD), The government requires that all contractors doing business with the government must be registered with the Central Contractor Registry (CCR). In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The government now requires all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the federal government. Contractors should go on-line at www.bpn.gov. Award will not be made to any contractor that is not registered in CCR and BPN.
