- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice, and FAR Part 13, Simplified Acquisition Procedures. A written solicitation will not be issued. This announcement is the solicitation and quotations are being requested. The solicitation is issued as a Request for Quotation. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-20. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items and FAR 52.212-4, Contract Terms and Conditions Commercial Items and FAR 52-212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders Commercial Items, apply. The Government requires offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The Requirements Description is as follows: IRONPORT X1050 email gateway appliances and IRONPORT M1050 email gateway logging and reporting servers in accordance with the part numbers and item descriptions as shown on the attached. Partial quotes will not be considered. The requiring activity for this requirement is PEO EIS, I3MP Enterprise Systems, Fort Belvoir, Virginia. This will be a firm fixed price contract. Quotes shall address all requirements in this combined synopsis/solicitation and shall provide clear evidence of understanding and the ability and willingness to comply with the Governments requirement. Failure to address a specification/requirement will be construed by the Government as an inability to meet the need, or the offerors taking exception to it. The Government anticipates awarding one contract resulting from this combined synopsis/solicitation to the responsible offeror in accordance with the Evaluation Criteria listed below. Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2, Evaluation of Quotations or Offers. Award will be made based on the following evaluation criteria: Evaluation Criteria the Government will award a contract based on the Lowest Priced, Technically Acceptable (LPTA) offer. Technical Acceptability will be determined based on the vendors ability to provide all of the items listed on the list of IRONPORT equipment and their ability to provide the items in accordance with the delivery schedule. Federal Business Opportunity Numbered Note 1 applies as this is a Small Business Set-Aside. The Government reserves the right to award a contract without discussions. All interested, responsible firms should submit their proposal no later than July 30, 2008 3:00 PM EDT to ITEC4 (Deborah Wiseman), 2461 Eisenhower Avenue, Alexandria, VA 22331-0700. There will be two separate delivery locations as follows: DISA ISC Oklahoma 8705 Industrial Blvd., Bldg 3900 Tinker AFB, OK 73145 DISA ISC Columbus 3900 East Broad Street, Bldg 23 Columbus, OH 43213 Please note that the items are to be shipped to each address as detailed on the list of specifications. Delivery is required by 15 August 2008.
