- Description
- The Naval Air Systems Command will be soliciting a proposal for support of the F-18 aircraft system’s Electronic Control Unit (ECU) Test Program Set (TPS). Honeywell Incorporated was responsible for the design and development of the Electronic Control Unit (ECU). Part of the design effort included providing source data to the F-18 aircraft Original Equipment Manufacturer (OEM) (Boeing Company) which in turn was utilized to develop the ECU TPS. Honeywell Incorporated will be solicited for this requirement via a stand alone contract. This effort will include providing expert consultation services to the USN to improve the existing TPS, review of the existing TPS, comparison of the existing TPS to the OEM Acceptance Test Procedure (ATP), noting differences (test points, test point pass/fail criteria), noting any repeated or redundant test points in the TPS, analysis of the potential impacts of disregarding TPS test points, evaluation of the pass/fail criteria for test points analyzed, determination of whether the test points can be expanded (determine whether the troubleshooting can be improved to diagnose problems to a single card), understanding of the problems with existing TPS, propose revisions to existing TPS and verifying the adequacy of any proposed fixes. This requirement is restricted to Honeywell Incorporated, the designer, developer, and integrator of the Electronic Control Unit (ECU), because Honeywell Incorporated is the only source that possesses the required proprietary rights data and a nondisclosure agreement with the F-18 OEM that are necessary to redesign, re-develop and produce the required Intermediate level Peculiar Support Equipment (PSE). Further, as the designer, developer, and integrator of the ECU, Honeywell developed the necessary TPS source data and is the only firm that possesses the detailed technical knowledge, engineering expertise, aircraft integration information, technical data, combined aircraft and PSE expertise, as well as the trained technical personnel to fully integrate the needed new test capability with the F-18 aircraft platform. Honeywell Incorporated is considered to be the only source that is capable of providing the required range of integrated support. See Note 22*****
