Project 516-08-609Upgrade Panic Alarm System(s) Building 1 Combined Synopsis/Solicitation (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii)The purchase request number is VA-248-08-RQ-0416 and the solicitation is issued as a request for quotation (RFQ). (iii)This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-26. (iv)This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 238210, and the small business size standard is $13.0 Million. (v)This requirement consists of two line items: (a) Equipment needed to upgrade Panic Alarm Systems in Bldg 1, and (b) Labor needed to upgrade Panic Alarm Systems in Bldg 1. (vi)Description: This requirement is for the turn key replacement of two existing SIMPLEX Duress systems in building 1 in accordance with the Statement of Work (SOW, general requirements, and specifications are attached). (vii)All work will be conducted at the Department of Veterans Affairs Bay Pines Veterans Healthcare System, located in Bay Pines, Florida. Period of performance: actual installation of the equipment and removal of previous equipment, to include final acceptance by the government, will not exceed 120 calendar days from the equipment delivery date. (viii)The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. (ix)The provision at 52.212-2, Evaluation-Commercial Items, applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose conforming to this solicitation will be most advantageous to the Government, price and other factors considered. Evaluation procedures outlined in FAR Part 12 and 13.5 shall apply to this acquisition. The following factor shall be used to evaluate offers: (1) price. The Government shall evaluate offers for award purposes for the total price of the requirement. The contractor certifies that it can meet the period of performance by submitting a quotation. (x)The provision at 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this solicitation. The offeror has completed the annual representations and certification electronically via the ORCA website at http://orca.bpn.gov. (xi)The clause at 52.212-4 Contract Terms and Conditions-Commercial Items applies to this solicitation. (xii)The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following FAR clauses identified at paragraph b and C are considered checked and applicable to this acquisition: B15, B16-B22, B25, B27, B29, B34, and C1-C2. (xiii)The clause at 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration, applies to this acquisition. (xiv)Vendors can request a site visit by e-mailing William Pike at william.pike@va.gov before July 24, 2008. An organized site visit will be set up after that date.
