Description
The word contaminated in statement (3) is hereby removed from this sources sought announcement. This announcement constitutes a revised Scope of Work Sources Sought Synopsis for Acquatic Ecosysyem Restoration work at Stevenson Creek previously advertised under Sources Sought Synopsis W912EP-08-Z-0007. This is not a Request for Proposal. The responses to this Synopsis will be used as a Market Research tool in order to identify Small Business Administration (SBA) Certified 8(a) firms, Small Business HubZone firms, and/or Service Disabled Veteran-Owned Small Business firms for the purpose of determining how the upcoming solicitation will be advertised. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. If advertised as a solicitation the Jacksonville District of the US Army Corps of Engineers is contemplating issuing a Request for Proposal (RFP) with evaluation factors for this work. Work is being conducted under Section 206 Authorization, Aquatic Ecosystem Restoration, for Stevenson Creek, Clearwater, Florida. Major elements of work include dredging, material separation, dewatering of muck material, transportation, upland disposal, and construction of mangrove creation areas. Dredge element includes dredging approximately 61,000 cubic yards of material from Stevenson Creek Estuary Reach 1 to a depth limit of -4.3 feet NAVD plus 0.5 foot allowable over depth, and dredge approximately 33,000 cubic yards of material from Estuary Reach 2 to a depth limit of -3.3 feet NAVD plus 0.5 foot allowable over depth. Material separation and dewatering element includes construction of dewatering site, and execution of operational process to separate sand and muck, and to dewater muck. Develop, maintain and restore 2 acre process and storage area. Transportation and Upland Disposal Element includes storage and transportation operations to handle sand, and haul dewatered muck to upland site located approximately 20 miles northeast of project site in Hillsborough County, Florida. Place material uniformly over approximated 25-acres of pastureland. Mangrove Creation area element includes construction of three, mangrove areas totaling 15,488 square yards of plantable surface utilizing clean sand from separation process. Transport excess sand to City of Clearwater Maintenance Yard located 5 miles from project site. Work also includes turbidity monitoring, Elutriate Toxicity Testing, Vibration Control Monitoring, and incidental related work. Please provide a Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This SOC should be a maximum of five (5) pages and include, at a minimum: (1) your intention to submit a bid on this project when it is formally advertised; (2) business type: SBA Certified 8(a), HubZone, and/or Service Disabled Veteran-Owned Small Business; (3) brief description of your companys capabilities including your capability to handle or show that you have previously handled muck and sand and are able to minimize impacts to a densely populated area; (4) brief references of jobs your firm has performed within the past three years on similar type work (include as a minimum the project title, type of work, and the magnitude of construction); and (5) your firms bonding capability. If we do not receive an adequate number of qualified respondents, the solicitation shall be issued on an unrestricted basis and all firms regardless of size shall be eligible and encouraged to compete for this project.
