Description
This proposed procurement is set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) NAICS is 237990 with a size standard of $31,000,000.00. Estimated cost of construction is between $1,000,000.00 and $5,000,000.00. This procurement is being advertised as a Request for Proposal (RFP) with a construction duration of 120 calendar days after receipt of the notice to proceed. This requires separate technical and cost proposals to be evaluated based on Best Value for award of the project. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. In order to reduce the possibility of error and to increase the quality of our service to you, all deliveries, packages, etc. must include the name of the contract specialist; the solicitation number and deliveries of more than one box or container must be bound together by tape or other means. The water main is divided into five segments: A, A1, A2, B, and C. Water main A consists of 2,094 linear feet of 16 ductile iron pipe. It extends southwest from the intersection of Richmond Highway and Woodland Road, and along Casey Road. The water main continues southwest, crossing Belvoir Rd., and continues south. This segment will connect to a 16 water main proposed with the hospital project. Water mains A1 and A2 are 12 ductile iron pipe sections segments of each 198 and 255 linear feet long respectively. They branch off water main A and connect to an existing 12 line to provide continuous service to areas east of Belvoir Road, including the visitor center and the guard house. Water main B is also a 16 DIP section and is 678 linear feet long. The line will begin at a 16 water main connection proposed with the hospital project, to an existing 12 water main located at the intersection of Belvoir Road and 9th Street. Water main C is a 986 linear feet 12 DIP segment. It branches off Water main A, and extends along the northern edge of the temporary site construction entrance currently in use for the hospital site project. The line then continues northwest until it connects with the existing water main system. Water main C will replace an existing 8 line along the access that provides access to the Fort from Richmond Highway. This line and the old existing line will be abandoned in place. The solicitation will be provided in an electronic format, free of charge on or about 05 August 2008 proposals will be due on or about 05 September 2008 to all authenticated account holders of Federal Business Opportunities (FBO) System.
