- NASA/NSSC has a requirement for a training program entitled Space SystemsEngineering Graduate Certificate Program. The objective of the program is to provide agraduate level curriculum for a Space Systems Engineering Graduate Certificate deliveredonsite at various NASA Centers across the Agency as well as providing mentoring supportdirectly related to this program. The vendor shall be responsible for providing alltraining materials to include any software, textbooks or workbooks necessary. The vendorshall provide a graduate certificate program comprised of four modules which earn theparticipant graduate credit that can be applied towards a masters degree in space systemengineering. The program shall provide a unique combination of hands-on space systemengineering development plus a space domain focus on system engineering, with a balancedand integrated technical domain and system management approach tied to NASA NPR 7123.1. This offering shall be held at NASAs Ames Research Center beginning July 30, 2008 andalso at NASAs Johnson Space Center beginning October 22, 2008.NASA/NSSC intends to purchase the above curriculum from Stevens Institute of Technology,School of Systems and Enterprises, Hoboken, NJ 07030. Pursuant to FAR 13.106, theacquisition of these services has been determined to be reasonably available from onlyone source. Competition is impractical for the following reasons: The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon July 25, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.Capabilities and qualifications should be submitted to Hope Latiolais atHope.L.Latiolais@nasa.gov.An Ombudsman has been appointed.
