- The Joint STARS Program Office of the Electronic Systems Center (751st Electronic System Group (ELSG) intends to issue a sole-source Request for Proposal and follow on delivery order for Contractor Logistics Support (CLS) for the Joint STARS E-8C Weapon System Trainers/Navigator Training Systems (WSTs/NTSs) to Rockwell Collins via the WR-ALC Rockwell Collins Partnership Corporate Contract. The statutory authority to do so is 10 U.S.C. 230 (c) (1) which states the following: "When the supplies or services required by the agency are available from only one source, or from only one or a limited number of responsible sources, and no other supplies or services will satisfy the requirements, full and open competition need not be provided for." Rockwell Collins is the Original Equipment Manufacturer (OEM) for these trainers and has maintained, modified, and updated them since 1994. The anticipated period of performance for the CLS/TSSC will be 1 January 2009 - 31 December ! 2009, with possible options for 4 additional years. This CLS effort will enable the contractor to operate, maintain and support periodic hardware and software to the WSTs/NTSs and will also accomplish software modifications through the Training System Support Center (TSSC) located at Robins, AFB and provide a minimum, periodic surge capability, and logistics needed to keep all systems available for training. The training site currently consists of 2 WSTs and 2 NTSs, the TSSC and spares and support equipment. The Contractor shall work with the engineering teams that are accomplishing the on-going modifications to the WSTs/NTSs to ensure the smooth integration of the periodic aircraft modifications that affect these trainers. These efforts include, but are not limited to the installation of new engines, the implementation of test data to upgrade the aircraft's aero data package, and software improvements that are initiated by the Simulator Configuration Working Group (SCW! G). This effort will maintain the trainers and implement concurrency changes to meet the requirements of AFI 36-2248 and 36-2251. These AFIs outline the requirements for concurrent trainers and supplements the requirements of Federal Aviation Administration (FAA) Advisory Circular AC-120-40B/C, Airplane Simulator Qualification.
