- This is not a request for quotations or proposals. The Department of Homeland Security (DHS), Immigration & Customs Enforcement (ICE), Office of Chief Information Officer (OCIO), intend to negotiate and award a purchase order to the National Academy of Public Administration (NAPA), to acquire 12-month membership to “The Collaboration Project”. The goal of this project is to help government leaders respond to new technology and challenges facing the government in existing and emerging technical capabilities. The membership will provide a formalized process to facilitate participation in the design of execution of research, case studies, access to a growing repository of white papers, resources and tools to support collaboration initiatives, and enable members with real time collaboration among a community. The NAICS Code for this requirement is 541611. The statutory authority permitting other than full and open competition is 8.405-6 (b), as implemented by Federal Acquisition Regulation (Limited Sources Justification and Approval). The period of performance is August 5, 2008 – August 4, 2009. If your company believes it is capable of fulfilling this requirement, statements of capability shall be submitted in writing to include company name, address, point of contact, telephone number, e-mail address, facsimile number and business size (indicating whether your company is a large or small business for the purpose of the assigned NAICS codes). Written responses must not exceed three (3) pages and must be received no later than 11:00 AM, EDT on July 25, 2008, to email address: elaine.foster@dhs.gov. Evidence submitted should clearly demonstrate the vendor's ability to provide the requisite services and the price for doing so. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. No solicitation document exists and requests for such will not be considered. As a result of analyzing the responses to this synopsis of intent, the Contracting Officer may determine that a solicitation will be issued, but no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent and demonstrate their technical capability to provide the required services.
