Description
Fort Hood Directorate of Contracting is soliciting for a firm fixed price construction contract to renovate four company operations facilities. This acquisition is 100% set aside for qualifying 8(a) firms under NAICS 238990 (Size Standard $13 Million). The magnitude of the procurement is estimated to be between $3 Million and $5 Million. The SBA has limited the area of consideration to the Dallas/Fort Worth and San Antonio SBA Districts. Bidders that are not listed on the SBA list of qualifying 8(a) firms at the time of bid submission, and at the time of contract award will be rejected as nonresponsive. Bids received in response to this solicitation will be evaluated in accordance with sealed bid procedures outlined in FAR Part 14. The Government reserves the right to cancel the solicitation,at any time either before or after the date set for submission of bids, with no obligation to the bidders. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, Bell County, Texas. Davis Bacon Wage Decision TX20080049, Building Construction for Bell and Coryell Counties, Texas will govern work under this contract. Performance and payment bonds, in the bid amount, are required for this contract. A bid guarantee in the amount of 20% of the bid price is also required. An organized site visit will be conducted for this procurement. Details of that site visit will be available in the solicitation. Under this contract, the contractor shall provide all plant, supervision, labor, quality control, materials, equipment, supplies and transportation necessary to renovate four company operations facilities. This project encompasses full renovation of company operations facilities 87004, 87014, 87016, & 87019. The buildings are constructed for full-time occupancy; each facility consists of multiple standard units, each facility varying in the number of units. Each unit currently includes 5 offices, an arms vault with security system, two private latrines, a janitors closet, storage closet, and a large storage area located in the rear of the facility with various configurations of caging. Currently the storage area is not climate controlled. The renovation will include replacing: some existing soldier constructed walls with standard metal stud walls; the ceiling; flooring; electrical wiring, devices and lighting; all air conditioning components; all plumbing fixtures; doors, windows, hardware and frames; and metal fabric caging. The renovation will upgrade the HVAC to include full coverage in the storage area, and convert a portion of that storage area into functional office space. Other elements of work include cleaning, patching and repairing the faade; minor site work; and parking lot striping. All work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturers specifications and recommendations, and all contract terms and conditions. The Government has allocated 210 calendar days for completion of the contract requirements. The solicitation will be issued on or about 28 July 2008 under solicitation number W91151-08-B-0005 to the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi/. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.
