- Sources Sought Notice ED-08-S-0001 IT Infrastructure Services Description: The Department of Education, Office of Federal Student Aid (FSA) is seeking sources for the operation and maintenance of critical information technology infrastructure components, comprising the following: 1. Integrated Technical Architecture (ITA) 2. Enterprise Service Bus (ESB), which includes legacy Enterprise Application Integration (EAI) based infrastructure components 3. Security Architecture (SA) including E-Gov initiative’s E-Authentication (e-AUTH) 4. Enterprise Portal Infrastructure (Portal) A more detailed description of the services is provided in Attachment 1. This notice is NOT A SOLICITATION. This notice is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. The anticipated North American Industry Classification System (NAICS) code is 541519 and the sized standard is $23.0 million. It is expected that the services can be performed by small businesses and that any eventual solicitation will be restricted to small business and possibly further restricted to a specific socio-economic group. FSA encourages small businesses to respond to this announcement. Period of Performance: It is expected that the initial term of any eventual contract will be for two or three years with one or more option periods totaling up to an additional 5 years. Location of Work: Most of the FSA IT staff is located in Washington, DC and there may be space for approximately 6-8 contractor staff. If a solicitation is issued, interested parties will be encouraged to propose providing the services with off-site personnel. Response Format: Please submit expressions of interest in your own format to include documentation of your corporate capabilities in sufficient detail for FSA to determine that your company possess the necessary expertise and experience to compete for this acquisition. Please ensure that responses do not exceed fifteen (15) pages. Because this is a Sources Sought announcement, no evaluation letters will be issued to the respondents. Be sure to include (i) your firm’s DUNS number, (ii) the name, phone number, email address and title of the primary and alternate points of contact if FSA has questions, and (iii) whether you perform these services under a GSA schedule or other Government wide contract, include the GSA schedule number if yes. Specify whether you qualify under any Small Business socio-economic programs such as the Service Disabled Veteran Owned Small Business program or Women Owned Small Business Program.
