This is not a total SmallBusiness set-aside. This is a Requirements 1 Year Basic with 2 One-YearOptions. Mandatory Language: The 2005 Base Realignment and Closure (BRAC)Commission decision to realign/consolidate the procurement managementand other related support functions from the components to the DefenseLogistics Agency, has been implemented at Tinker AFB in June 2008. As aresult, the contract resulting from this solicitation will be awarded bythe DLA Detachment at Tinker AFB. Note: An Ombudsman has beenappointed to hear concerns from offerors or potential offerors duringthe proposal development phase of this acquisition. The purpose of theOmbudsman is not to diminish the authority of the Program Director orContracting Officer, but to communicate contractor concerns, issues,disagreements, and recommendations to the appropriate GovernmentPersonnel. When requested, the Ombudsman will maintain strictconfidentiality as to source of the concern. The Ombudsman does notparticipate in the evaluation of proposal or in the source selectionprocess. However, all proposals received within fortyfive-days (thirty days if award is issued under an existing basicordering agreement) after date of publication of this synopsis will beconsidered by the Government.
