Description
The Department of the Interior's Burerau of Land Management intends to make award on a sole source basis to Headaters Economics 810 N. Wallace Avenue, Suite D, Bozeman, MT 59715. Beginning in 1998, the EPS was developed through a collaboration between BLM and the Sonoran Institute to provide a better basis for public involvement in the socio-economic aspects of BLM's plans and projects, as well as to meet data needs of the agency. EPS are in the public domain, contain no BLM data or data governed by the Privacy Act, and are freely available for download. The development of EPS has been reviewed by BLM's Information Technology Investment Board, and has been approved for use on all BLM desktops. See BLM IB 2006-124 for additional information. EPS is also used by local governments, non-profit organizations, universities, and other federal agencies. In 2006 the key personnel involved in developing EPS-Ray Rasker and Jeff van den Noort-left the Sonoran Institute and with other partners established a new non-profit organization, Headwaters Economics. As a result, the Sonoran Institute no longer supports EPS. The Sonoran Institute has endorsed Headwaters Economics as the appropriate entity to continue support of these systems. EPS is available for free download from the Headwaters Economics web site. Headwaters Economics is uniquely qualified to undertake the proposed modifications of EPS because of the special expertise of its personnel. From the inception of the project Dr. Rasker and Mr. van den Noort-then at Sonoran Institute-worked collaboratively with BLM social science staff to guide the development of EPS. Dr. Rasker is a widely recognized authority on the changing economies of the western United States and has extensive experience in applying regional and resource economics to support federal land management planning. Mr. van den Noort has the computer programming and economic expertise specifically needed for maintaining and modifying EPS in an efficient and cost-effective manner. More specific capabilities of the Headwaters Economics team include the following. ECONOMICS. A Ph.D. in economics, with advanced knowledge of regional and resource economics. Experience in analyzing regional economic trends and community development strategies in the rural western United States. Experience with econometric model building: time-series analysis, forecasting, and data gap estimation. Familiarity with the methods and assumptions used in preparing the federal statistical reports on which the Economic Profile System is based, COMPUTER PROGRAMMING. Knowledge and experience of programming with MySQL, PHP Hypertext Preprocessor, Microsoft Access, Microsoft Excel, ActiveX Data Objects, Visual Basic and Visual Basic for Applications (VBA), and DocBook XML V4.0 DTD.Companies whom think they can meet this requirement must provide evidence and have documentation to substantiate that fact on or before August 20, 2008.
