- MODIFICATION 01- HEREBY ISSUED TO CORRECT TITLE DESCRIPTION OF SERVICES. This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Channel Islands National Marine Sanctuary (CINMS) located in Santa Barbara, CA on a sole source basis with University of California. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. The proposed contract is for services to maintain a series of oceanographic instruments in the Channel Islands National Marine Sanctuary. Maintenance of these instruments requires a contractor to conduct multiple research cruises in 2005 to download data from instruments placed in the sanctuary in 2004. In addition to downloading data and maintaining the oceanographic instruments, the contractor shall provide data and reports of their findings to CINMS. Contractor SHALL perform the following tasks: 1)Project Reports: Reports detailing activities conducted and preliminary results will be provided to the CINMS in fall 2006. 2)Data: Contractor shall provide data from SEA stations to a database accessible to CINMS. 3) Conduct a graduate seminar in ocean observatory data analysis and visualization at the University of California, Santa Barbara. 4) Produce with a comparative process among the participants in the graduate seminar, a data analysis, visualization and communication product that displays the data collected with the ADCP ocean observing instruments and which can be exported to web-based platforms including, but not limited to SIMoN. 5) Develop exportable visualization tools. ONMS, in coordination with other NOAA and NOS offices, has been deploying ocean observing assets for several years across the Pacific Coast of the United States. To date, this activity has amounted to deploying environmental monitoring instrumentation. CINMS and ONMS now need to develop tools and products to analyze, display and communicate the results of this monitoring to sanctuary managers, NOAA administration and the public. Communicating this information is complex as the monitoring data are of high dimensionality (X-Y location, time, depth, U&V current direction and magnitude, etc.), and simple solutions are not at hand and require creative technical development. Therefore, the xx component of this project is to conduct a graduate seminar with a framework to competitively develop a data analysis and visualization tool that can be exported in diverse web-based platforms including, but not limited to the Sanctuary Integrated Monitoring Network (SIMoN). This project builds upon an array of oceanographic instruments placed around the Channel Islands to track the movement of water masses. The existing array is operated by scientists with the University of California's Partnership for Interdisciplinary Studies of Coastal Oceans (PISCO), which has installed an oceanographic instrument array at the islands of Anacapa, Santa Cruz, Santa Rosa and San Miguel, as well as additional arrays along the mainland coast. As such, PISCO scientists and technicians are uniquely qualified to maintain the six CINMS stations, they have an existing database of information that CINMS data can augment, making the information from CINMS stations a part of a larger oceanographic picture. The government intends to negotiate a firm-fixed price contract with period of performance of six months from date of award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government.
