Description
NAICS Code 561990 - All Other Support Services. Size Standard $6.5 million. Estimated price is between $1,000,000 and $5,000,000. Contractor is to furnish all material, labor, equipment, and supervision to accomplish High/Low Voltage Operation, Maintenance, and Repair services located at the Denver Federal Center, Lakewood, Colorado. Project includes services are for the operation, maintenance and repair of a 115,000-volt substation for General Services Administration, Denver Federal Center, Lakewood, Colorado. Also included are two primary circuits, multiple branch lines, switches, relays, transformers, etc., feeding approximately 60 buildings. Additional, the contractor will be responsible for over 300 low voltage street and parking pole lights, all exterior low voltage lighting and associated wiring not physically connected to individual buildings or guard shacks, and a 1.1 Mega-watt solar park. The resultant contract will be firm fixed-priced for one-year, with four one-year options. The contractor will have a transition period starting November 1, 2008 to November 30, 2008, at no cost to the Government, with actual performance period commencing on December 1, 2008. Contractors must provide at least 75% in-house staffing to perform services. In addition, the primary staff must be located in the Denver metropolitan area, as there is a one-hour response time for emergencies. Below is the estimated workload data to help determine the size of the facility and the specific workload requirements in order to provide the contractor pertinent data information that will help them determine their capability to perform the services. These are estimates only of services that may be rendered. Facility Information: Total Area = 665 Acres. Equipment and Systems: The equipment and system to be operated, maintained, and repaired include all mechanical, electrical, and utility systems installed at the site, including but not limited to: •115,000-volt overhead lines. •115,000-volt switch yard. •115,000 to 15,000-volt substations. •Substation equipment. •15,000-volt overhead and underground distribution system. •15,000/480 volt substation at all buildings. •Transformer low voltage systems and controls. •2,400-volt switchboard, motor starters, and motors for chillers, Building 41. •Low voltage outdoor lighting on poles and on listed buildings where mounted 8 feet or higher. •Low voltage circuits associated with outside power poles, above or below ground. •Outside power poles and light poles (approximately 400). All prospective offerors are also required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as a part of the proposal submission. You may access ORCA via the following URL, www.orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. The requests for proposal will be available on or about July 30, 2008. A preproposal meeting and site visit will be held on or about August 13, 2008 at 9:00 a.m. MST at Building 41, Denver Federal Center. The Government does intend to acquire a commercial item under Part 12 of the FAR. It is the offeror's responsibility to monitor the Federal Business Opportunities site at www.fbo.gov for the release of any amendments.
