- This is a SOURCES SOUGHT NOTICE to determine the availability and capability of potential small businesses (including HUBZone firms; certified 8(a), Small Disadvantaged, veteran and service-disabled veteran-owned small businesses, and women-owned small businesses) that can provide the following items: •Five (5) each, Portable handheld X-ray Fluorescence spectrometers •Five (5) each, Vacuum Pump Systems w/standard accessories •Desktop Software Specifications: 1. Handheld format, weighing less than ten (10) pounds and battery operated. 2. Capable of measuring x-ray fluorescence from elements Magnesium through Uranium. 3. Capable of collecting and analyzing more than 100,000 x-ray counts per second. 4. Resolution of less than 150 eV at 5.9 keV and 100,000 x-ray counts per second. 5. User accessible calibration including selection of calibration order. Capable of user-specified linear, quadratic, cubic and higher order polynomial calibrations. 6. Instrument must be capable of operation in pass/fail mode, empirical calibration mode, fundamental parameters mode, and automatic mode. 7. Must have at least 5 fixed internal filters. 8. Must allow user to develop methods that utilize at least three filters in a programmable sequence, with user specified calibration. 9. Calibrations can be prepared by user from provided reference materials. 10. Silicon drift detector is required for increased sensitivity and resolution. 11. Vacuum system must accompany the instrument to facilitate the sensitive determination of light elements. 12. Must include a stand to support the instrument on a benchtop. 13. Must include as interface to a user supplied computer via USB or similar common interface. 14. Must include desttop computer software for analysis and display of data from the handheld instrument. 15. Desktop software should allow direct control of the handheld XRF spectometer, for calibration and method development. Firms responding to this SOURCES SOUGHT announcement should indicated whether they are small business (please include the name of the Small Business Specialist and telephone number, if applicable). This information will be used to determine the appropriateness and type of small business set-aside. The applicable North American Industry Classification System (NAICS) Code is 333314 and the size standard is 500 employees. A fixed price contract is contemplated. Qualification statements are due no later than 10 business days after publication of this notice (or July 28, 2008) and should reference Sources Sought No. 1046634.
