- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number PBGC01-RP-08-0018 is issued as a Request for Proposal (RFP). The solicitation document, incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-26. This solicitation is unrestricted. The Pension Benefit Guaranty Corporation (PBGC) is a wholly-owned United States government corporation and agency of the United States created under Title IV of the Employee Retirement Income Security Act of 1974 (ERISA) to administer the federal pension insurance programs and enforce compliance with the provisions of Title IV. PBGC has a requirement for a single contractor to provide actuarial services for large plans. This requirement is for actuarial support services related to large defined pension plans. PBGC defines large plans as defined benefit pension plans with more than $50 million in unfunded vested benefits or more than 5000 participants. The NAICS code is 525110, Pension Funds. All responsible sources may submit a proposal which shall be considered. The solicitation will be awarded as a labor hour contract. All responsible sources must be registered in the CCR, in order to be eligible for an award. Contractors can register online at this website; https://www.ccr.gov/ The resultant contract will be a labor hour contract with a base year of twelve months and Four (4) Option Years. The solicitation and any amendments will be electronically distributed and available for printing at the following website https://www.fbo.gov/ The award is anticipated to be October 1, 2008 subject to the availability of funding. Interested parties are responsible for monitoring the site to assure that they have the most up to date information about this acquisition. Paper copies of the solicitation and any amendments will not be distributed. Upon issuance of the solicitation at https://www.fbo.gov/, there will be an identified question and answer period. Other inquires regarding this solicitation must be sent to the Contract Specialist. The contractor that is awarded a contract from this solicitation cannot receive another contract for the small plan actuarial services for the Pension Benefit Guaranty Corporation’s Department of Insurance Supervision and Compliance.
